What Is The American Rescue Plan Act (ARPA)?
On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (H.R. 1319), also known as ARPA, into law. The $1.9 trillion package is intended to combat the COVID-19 pandemic, including the public health and economic impacts. The American Rescue Plan Act allocates hundreds of billions of dollars for public health and vaccines, assistance for vulnerable populations, education and housing stabilization, economic recovery assistance, and direct assistance for families and individuals.
How Much Will Wilmington Receive?
- Wilmington is entitled to receive a total of $55,345,780.

- The funds were dispersed directly from the US Treasury to the City of Wilmington in two tranches.

- We received the first payment on June 9, 2021.

- We received the second payment on July 12, 2022.

- The chart at right shows the amounts received by the State of Delaware, the Counties, and other municipalities throughout the State. ("Non-Entitlement Units" or "NEU's" will receive their funds through the State of Delaware, rather than receiving them directly from the US Treasury).
How Can We Spend The Funds?
Allowable Uses Include:
1) Responding to the COVID-19 public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits.
2) Providing premium pay to eligible workers performing essential work during the COVID-19 public health emergency.
3) Responding to the reduction in revenue due to the COVID–19 public health emergency relative to revenues collected in the most recent full fiscal year prior to the emergency.
4) Making necessary investments in water, sewer, and/or broadband infrastructure.
