About the ARPA-Funded Neighborhood Revitalization Effort

The City of Wilmington has been awarded $55,345,780 in American Rescue Plan Act (ARPA) funds from the United States Treasury. On December 9, 2021, Wilmington City Council passed Resolution 21-054 assigning the ARPA funds into seven major categories, including $22 million for Neighborhood Revitalization. This $22 million will be used toward the most ambitious residential redevelopment plan in the City’s history. The effort will include investments in new construction; full rehabilitation of existing homes; façade, systems and roof improvements for current homeowners; and the demolition of dilapidated and vacant properties.

Focus on the East Side

The first phase of this neighborhood redevelopment will begin on the City’s historic East Side neighborhood in an area bounded by Walnut Street to Church Street and from Fourth Street to 11th Street. Work will be performed in conjuction with key partners such as:


  • Wilmington Neighborhood Conservancy Land Bank
  • Wilmington Housing Authority / DE Affordable Housing Group
  • Central Baptist CDC / Eastside Housing Partners, LLC
  • Habitat for Humanity of New Castle County
  • Woodlawn Trustees / Todmorden Foundation
  • New Castle County Vo-Tech School District
