Expenditure Details and Project Status

How Are We Spending ARPA Funds?

Wilmington is entitled to receive $55,345,780 in ARPA funds. The funds were dispersed directly to the City in two tranches. We received the first payment on June 9, 2021. We received the second tranche on July 12, 2022.

The City of Wilmington is committed full transparency around the use of these funds. Details on spending by project may be found below.

ARPA Project Details by Category

On December 9, 2021, Wilmington City Council passed Resolution 21-054 assigning the ARPA funds into the below major categories. Scroll down to see what projects have been established in each category so far.


ARPA Allocations by Category:

Revenue Replacement: $12 million to replace revenues lost due to COVID-19


Workforce Development: $4 million to fund skills training and internships for employment


Community Investment: $5 million to assist nonprofits in restoring COVID impacted programming for communities, including $300,000 for councilmanic distribution


Neighborhood Revitalization: $22 million for capital investment in historically underserved neighborhoods


Building Safer Communities: $8 million to make neighborhoods safer through grassroot efforts to reduce gun violence and other types of crime.


Essential Pay for Essential Work: $2.5 million to compensate eligible first responders and essential employees


Administrative Costs: $1.8 million to meet financial and compliance requirements under ARPA

Total Obligation: $61,112

Project Owner: City of Wilmington

Description: Expenses related to administrating the ARPA funds.

21F03 - Disparity Study

Total Obligation: $274,625

Project Owner: Miller Consulting, Inc.

Description: The goal of the disparity study is to ensure that Wilmington’s procurement process is available to and utilized by minority and women-owned businesses.

Description: The goal of project is to review and improve the City's Disadvantaged Business Enterprise Program.

21F11 - COVID-Related Expenditures

Total Obligation: $32,000

Project Owner: City of Wilmington

Description: These funds will cover costs incurred in addressing public health challenges resulting from the COVID-19 pandemic.

US Treasury Category: 7.1 Administrative Expenses

Total Obligation: $1,080,000

Project Owner: UHY Advisors Mid-Atlantic MD, Inc.

Description: UHY will assist the City of Wilmington in complying with US Treasury regulations in relation to the ARPA funds.

US Treasury Category: 7.1 Administrative Expenses

Total Obligation: $264,167

Project Owner: EDiS Company

Description: EDiS provided planning, permitting, and project oversight for projects awarded by the City to third-party vendors for the construction and rehabilitation of neighborhood projects. These duties have now been assumed by Allied Construction.

21F19 - NCC Vo-Tech


US Treasury Category: 2.25 Addressing Educational Disparities: Academic, Social, and Emotional Services

Total Obligation: $1.8 million

Project Owner: New Castle County Vocational-Technical School District

Description: The City of Wilmington and New Castle County Vocational-Technical School District are coordinating efforts to solve a recognized need in the community, specifically the restoration of buildings in the City in need of repair or improvements. This progressive effort will focus on restoring homes and other structures, employing young adults in or out of school, creating apprenticeship opportunities for students, and supporting and developing the construction industry pipeline.

21F32 - DE Art Museum


US Treasury Category: 2.10 Assistance to Unemployed or Underemployed Workers

Total Obligation: $150,000

Project Owner: Delaware Art Museum

Description: The DE Art Museum, in partnership with the City, the State of Delaware, and other key community partners, has created a six-month pilot program that will train and pay ten City residents -under the guidance of a professional conservator - to clean, conserve, and publicly document thirty public works of art in downtown Wilmington and surrounding neighborhoods. Paid participants will gain skills that allow them to inventory and assess, conserve, maintain, document, and celebrate public art, as well as transferable skills that support participants’ employment readiness.

US Treasury Category: 2.25 Addressing Educational Disparities: Academic, Social, and Emotional Services

Total Obligation: $250,000

Project Owner: DETV

Description: Funds will be used to support a new workforce development program for teens. The program will enable DETV to expand its reach and deepen its engagement with underserved youth ages 16 to 21 by offering programming to youth residing in Wilmington communities and offering the new career track of mass communications.

21F62 - Wilmington HOPE Commission


US Treasury Category: 2.10 Assistance to Unemployed or Underemployed Workers

Total Obligation: $75,000

Project Owner: Wilmington HOPE Commission

Description: Funds will be used to support the Wilmington HOPE Commission’s women’s reentry services program. The women’s reentry program provides community-based services to justice-involved women and their families post-release from incarceration to include cognitive behavioral interventions, case management, workforce readiness and trauma-informed reentry services.

21F63 - Hilltop Lutheran Neighborhood Center

Description: Funds will be used to support a forklift simulator workforce development program run by the Hilltop Lutheran Neighborhood Center.

Description: Funds will be used to expand CityFest's Urban Artist Exchange Arts Work Teen Apprenticeship program to to train and employ city youth in the fields of production, lighting, and sound.

21F23 - WCAC - Community Violence Prevention Initiative


US Treasury Category: 1.11 Community Violence Interventions

Total Obligation: $500,000

Project Owner: Wilmington Community Advisory Council

Description: This Community Violence Prevention Initiative is a comprehensive community-based approach to reducing violence and promoting positive development among the young people of the City of Wilmington. The Initiative focuses on early intervention services for selected youth at risk of imminent crisis, addressing the economic, educational, and emotional stressors they face. Partners include the Center for Structural Equity, United Way of Delaware, Network Connect, and Minds in Motion – all members of the Wilmington Community Advisory Council.

21F47 - DE DOJ Violence Prevention Program

Project Owner: State of Delaware Attorney General's Office

Description: This program will fund the presence of Deputy Attorney Generals at homicide scenes in the City of Wilmington.

21F55 - Community Public Safety Initiative

Total Obligation: $5,782,280

Project Owner: The Community Based Public Safety Collective; HOPE Commission; United Way of Delaware; Wilmington Community Advisory Council, Community Partners

Description: In 2021, the City commissioned a Newark, NJ-based gun violence reduction organization—The Community Based Public Safety Collective (CBPS Collective)—to visit Wilmington and assist the City in developing a violence reduction plan. The City is now partnering with the CBPS on a new Community Public Safety Initiative, which will be coordinated by Dr. Debra Mason. CBPS will work with Dr. Mason and three local organizations (Center for Structural Equity, YAP, and Network Connect) on providing targeted intervention services initially to the Upper Eastside and Prices Run neighborhoods with the intention of eventually taking the program citywide. United Way of Delaware will serve as a fiscal agent, and the Wilmington Community Advisory Community will conduct public safety roundtable discussions.

21F70 - Neighborhood Camera Program

Project Owner: Advantech

Description: This project will fund the purchase and installation of 62 new cameras in the Eastside and Northeast neighborhoods and 46 new automatic license plate reader cameras throughout the City.
