FY 2023 Annual Budget
Department Description
The Plant Division is responsible for operating and maintaining all of the water production and treatment equipment that is required to deliver potable water to all portions of the City. These facilities consist of a River Pump Station, Raw Water Pump Station, Surface Water Treatment Plant, Two Booster and Storage Stations, Five Elevated Storage Towers and Ten Wells. The division also operates a water laboratory for process control monitoring and performs all required distribution system monitoring in accordance with State and Federal statutes.

FY 2023 Budget Highlights
The Water Plant budget request equals $3,821,581, a decrease of $247,106 or 6.1%, compared to Fiscal Year 2022 Adopted Budget, $4,068,687. The Fiscal Year 2023 budget includes one-time expenses of $592,492 and $3,229,089 in recurring expense, an increase of $58,955 or 2.2%, from last year's recurring budget.
Personnel increase is due to $15,355 in baseline adjustments and $16,813 for Phase III of Compensation Plan. (Baseline adjustments: include payroll reorganizations, new hires, retirements that took place in the prior fiscal year, as well as longevity and TMRS rate that will be captured in this fiscal year.)

Department High-Level Descriptions of Personnel:
Water Treatment Plant Manager (1) - Responsible for plant operations and maintenance at all related facilities.
Chief Operator (1) - Responsible for operator scheduling and chemical inventories.
Maintenance Supervisor (1) - Responsible for maintenance of all plant equipment.
SWTP Construction/ Project Tech Supervisor (1) - Provides oversight of capital improvement projects including construction projects relating to City of Victoria water treatment and wastewater lift station facilities. Works closely with engineers and contractors to ensure that projects are being built as designed and to specification. Assists in the planning and scheduling of large maintenance projects.
Electrician (1) - Performs skilled electrical work in the maintenance of high voltage wiring systems and electrical equipment devices. Performs preventative maintenance on pumps, motors, and other equipment.
Operators (7) - Collect and run water quality samples, dispatch after hours calls. Flush dead-end mains.
Maintenance Tech (2) - Perform preventative maintenance and repairs on all related facilities.
