City Manager Division
What we are
The daily business of City operations is the responsibility of the City Manager who is appointed by the City Council. The City Manager prepares recommendations and implements the policy direction approved by the Council. The City Manager is also responsible for the administration of services provided by the City. Each department reports to the City Manager.
What we do
- Assist the City Council with the evolution of the strategic planning process
- Implements policy and legislation adopted by the City Council
- Enhance and facilitate communication and engagement strategies
- Implement leadership solutions and improve succession training within the organization to support the continued work of our team members
- Provide management and administrative oversight for City operations and services

Accomplishments
- Complete the second Ukiah Leadership Academy. | Completed | DEPARTMENT/DIVISION COMMENTS: The second Ukiah Leadership Academy was completed and included 11 graduates.
- Continue to facilitate the sustainability and full integration of fire and emergency medical services. | In Progress | DEPARTMENT/DIVISION COMMENTS: A vehicle/equipment replacement plan was completed and a facility plan is under development. The recruitment of a permanent Fire Chief was successfully completed in February 2019.
- Engage with County representatives to negotiate tax sharing agreement between agencies. | In Progress | DEPARTMENT/DIVISION COMMENTS: This item remains in progress with discussions currently underway at the administrative level for a plan for re-engagement.
- Work with Labor units through negotiations. | Completed | DEPARTMENT/DIVISION COMMENTS: Successfully executed three-year agreements with all units.
Future Objectives
NEAR-TERM
- Continue with the Neighborhood Resilience Program in partnership with North Coast Opportunities (NCO). DEPARTMENT/DIVISION COMMENTS: Enhance livability of our community by working to create beautiful, safe, and healthy neighborhoods.
- Continue to facilitate the sustainability and full integration of fire and emergency medical services.
- Engage with County representatives to negotiate tax sharing agreement between agencies.
- Continue to work on implementation of the City’s Core Values. DEPARTMENT/DIVISION COMMENTS: Seek out efficacy and service improvement opportunities.
- Coordinate the implementation of the City Council’s Strategic Plan.
INTERMEDIATE-TERM
- Plan and facilitate cooperation with the County and special districts for integrated and/or coordinated municipal level service delivery and infrastructure development. DEPARTMENT/DIVISION COMMENTS: Currently, there is a piecemeal approach and/or a lack of long-term planning to provide municipal services and infrastructure development within the unincorporated Ukiah Valley, which leads to inadequate essential services to developed areas.
- Ensure adequate succession planning and retention of institutional knowledge is occurring for executive leadership and management positions. DEPARTMENT/DIVISION COMMENTS: Near-term leadership development strategies are underway, but intermediate-term specific plans by departments need to be developed and implemented.
LONG-TERM
- Evaluate organizational structure and division assignments. DEPARTMENT/DIVISION COMMENTS: As the agency grows, it will be necessary to review division placements within departments to ensure efficient distribution of workload and appropriate management of activities.

Notes
- The Deputy City Clerk position was eliminated from the City Clerk Division and a Management Analysis position was added to the City Manager's Division in a reorganization implemented in Fiscal Year 18/19.
- For Fiscal Year 19/20, the Deputy City Manager position was reallocated 75%/25% between the City Manager and Economic Development Divisions, respectively.
