Community Outreach Division
What we are
This division provides outreach and public information activities for the City including printing, noticing, web-page maintenance, social media outreach, cable/internet broadcasting, youth scholarship program, and support for City sponsored community events.
What we do
- Provide promotion, design, and advertising services through
newspaper and other media sources for general advertising and
promotion, surveys, marketing materials, and miscellaneous
publications and supplies
- Support for community participation, education, awards and
sponsorship of events
- Supports all youth sponsorship opportunities through City programs
- Lends support agency-wide for promotion, events, and scholarships

Accomplishments
- Continue to enhance the City’s website to expand access to services and information. | In-progress I DEPARTMENT/DIVISION COMMENTS: New platform is under development.
- Continue to provide support for the youth scholarship program. | On-going I DEPARTMENT/DIVISION COMMENTS: Provided youth scholarships for swimming lessons, girls youth softball, youth sports camps, classes and activities.
- Expand bilingual (Spanish) outreach efforts throughout the agency. | Completed I DEPARTMENT/DIVISION COMMENTS: Implemented the use of a phone and print translation service for limited English proficiency customers.
- Continue to provide financial support for free public activities. | Completed I DEPARTMENT/DIVISION COMMENTS: Provided support for free public activities including Fourth of July Picnic in the Park, Moonlight Movie Madness, and Family Fun in the Sun.

PERSONNEL
No personnel are allocated to this Division.
SERVICES AND OTHER OPERATING
All non-essential operational expenses have been cut including financial support of Community Service Department special events which have been cancelled due to the pandemic (i.e. Moonlight Movies, Family Fun in the Sun and Fourth of July Picnic).
CAPITAL
The Division did not have any direct capital outlay projects.
Future Objectives
Due to the COVID-19 pandemic, Objectives will be reviewed and adjusted throughout the year.
NEAR-TERM
- Continue to enhance the City’s website, by transitioning to a new platform, to expand access to services and information. DEPARTMENT/DIVISION COMMENTS: Started in FY 2019-20 and work toward completion and deployment in FY 2020-21.
- Continue to provide support for the youth scholarship program. DEPARTMENT/DIVISION COMMENTS: Maintain and expand the amount and type of information available on the City’s website related to projects, programs, and services.
- Continue to expand bilingual (Spanish) outreach efforts throughout the agency. DEPARTMENT/DIVISION COMMENTS: Contracted for phone and written translation service in FY 2019-20; Continue with updating/translation of forms and customer related documents.
- Continue to provide financial support for free public activities. DEPARTMENT/DIVISION COMMENTS: A small amount of funding is allocated annually to support free public activities coordinated by the Community Services Department.
INTERMEDIATE-TERM
- Develop and coordinate a comprehensive public information/engagement program utilizing shared resources. DEPARTMENT/DIVISION COMMENTS: Currently, each department is responsible for managing their own public information efforts with varied results.
LONG-TERM
- Seek funding partnerships to enhance the youth scholarship program and continue to develop a scholarship program for disadvantaged seniors.

- Beginning in fiscal year 2020-21, the Community Outreach Division has moved from the General Fund to a new Internal Service Fund, City-Wide Administration.
