Engineering Division

What we are

The Engineering Division provides development review on privately developed projects, manages capital improvement projects from design through construction, manages and implements the City’s Storm Water Management Plan for compliance with National Pollutant Discharge Elimination System (NPDES), provides technical assistance to the Traffic Engineering Committee. The Engineering Division also provides technical engineering support to the Water Resources Department.

What we do

  • Assists other Divisions in Public Works by providing technical assistance for the preparation and implementation of Capital Improvement Projects
  • Assists contractors by providing information related to the City’s Standard Details for construction work
  • Provides technical assistance to the Traffic Engineering Committee and makes recommendations on requests received both internally and externally
  • Implements the Master Pavement Rehabilitation Program improvements to the Street Infrastructure Network
  • Provides construction management and inspection services for capital improvement projects
  • Manages City's storm water program

Accomplishments

  • Continue “City Pavement Preservation Program Objective (C3PO)” – Year 3. | In Progress | DEPARTMENT/DIVISION COMMENTS: Plans and specifications are being prepared for the 2021 project, Dora Street Utility Improvement Project. This project will reconstruct the street and replace water and sewer utilities on Dora St. from Mill St. to Grove St. The project will also construct 43 curb ramps.
  • Complete construction of street overlay and pedestrian improvement project. | Completed | DEPARTMENT/DIVISION COMMENTS: This project was completed in 2018. The AC overlay project involved the overlay of seven street sections and the construction of 32 curb ramps for improved pedestrian access.  Locations in this project included Arlington Rd., Oak Manor Ct., Yosemite Dr., Washo Dr., Orchard Ave., Freitas Ave., and North State St. from Low Gap to the northern City limits.
  • Implement a Trench Cut Fee. | In Progress | DEPARTMENT/DIVISION COMMENTS: Staff is preparing a Request for Proposal for technical assistance.
  • Complete grant application paperwork for Rail Trail, Phase 3. | Completed | DEPARTMENT/DIVISION COMMENTS: Grant funding has been awarded. 
  • Implement discussion for the future of the Orr Creek bridge. | In Progress | DEPARTMENT/DIVISION COMMENTS: Design services contract awarded to LACO Engineers.  

Future Objectives

NEAR-TERM

  • Design and construct the Downtown Streetscape, Road Diet and Utility Replacement Project. DEPARTMENT/DIVISION COMMENTS: Design contract has been awarded with construction anticipated in 2020.
  • Finish the design and construct the Dora Street Utility Replacement Project.  DEPARTMENT/DIVISION COMMENTS: Design in progress and anticipated for construction in 2021.
  • Continue the development of a plan for implementation of Measure Y Funds. DEPARTMENT/DIVISION COMMENTS: Continue discussions with the Council and public on the prioritization of future street repair and maintenance activities and projects.
  • Rail Trail Phases 2 and 3 will be completed in Fiscal Year 2019-20. DEPARTMENT/DIVISION COMMENTS: Public Works Department to provide all inspections and possibly contract for Construction Management depending on grant funding.

INTERMEDIATE-TERM

  • Design and construct the Perkins Street Widening Project. DEPARTMENT/DIVISION COMMENTS: This project involves widening of Perkins Street, west of Orchard Ave. In addition, the project involves storm drain improvements on Perkins St.

LONG-TERM

  • Pavement projects will continue indefinitely as part of the C3PO. DEPARTMENT/DIVISION COMMENTS: Public Works will continue to use its Pavement Management Program to identify pavement projects for funding utilizing Measure Y funds.

Notes

  1. Budget differences between 2018-19 and 2019-20 are due to the Rail Trail project and use of gas tax funds (HUTA). Rail Trail budget has increased due to the 2nd & 3rd phase. Design and completion is expected in fiscal year 19/20.
