The Board of Supervisors are elected officials whose purpose is to serve the citizens of Tuolumne County through their oversight and management of County government and special districts.


In its legislative duties, the Board adopts ordinances, resolutions and minute orders within the limits prescribed by State law. As an executive body, the Board:


• Establishes policy

• Approves the annual budget

• Appoints a County Administrative Officer, County Counsel, and Clerk of the Board, as administrative and legal staff to the Board

• Conducts public hearings on land-use, committees, commissions and certain special districts

• Serves as the Joint Powers Authority Board for the Tuolumne Public Power Agency, the Air Pollution Control Board and the Board of Equalization


The Board Clerk serves as an impartial record keeper of official actions taken by the County Board of Supervisors. Administrative tasks include but are not limited to:


• Board Meeting Agendas and Minutes

• Maintaining records of Resolutions and Ordinances approved by the Board

• Public Notices

• Property Tax Assessment Appeals

• Public Record Requests

* Each department is part of "Fund". Many times a department or even a fund may show greater expense then revenues for the current fiscal year. This does not account for money that was not spent in prior years, also known as "beginning fund balance". When creating the annual budget Counties are required by law to adopted a balanced budget, meaning the total expense can not exceed the sum of revenue plus beginning fund balances.

Board Statistics

The Board of Supervisors held 50 meetings, with 444 calls for Public Comment (average of 8-9 calls per meeting), adopted 118 Resolutions and 21 Ordinances, and received 72 applications for Tax Assessment Appeals.


In efforts to grow the County’s relationships with the community members of Tuolumne County we increased our social media efforts and the number of account followers by:

Departmental Challenges

The Board of Supervisors Office is continuously striving to digitize important documents and make them available to the Public in a searchable format. The Public can find up to 2 years of Agendas, Meeting Minutes, and Final Documents available on the Board Meetings website.


Furthermore, the Board of Supervisors Office continues their efforts to communicate with the community in many ways, Radio in the form of PSAs, Newspapers with Public Notices, and a multi-channel Social Media strategy.


The Board of Supervisors Office staff is systematically researching ways to utilize currently available resources to enhance the community experience with, and active engagement in, their local government. Staff have already begun to modernize processes to shorten the time between initial application and appointment to Committees and Commissions and are actively identifying additional areas of opportunity. Additionally, investments in Government Infrastructure have been made to provide multiple ways for the Public to participate in Board of Supervisors meetings through planned upgrades to hardware and onsite meeting facilities.


Looking Forward

The Board of Supervisor's continued investment in Government Infrastructure and Information Technology resources will allow staff to continue to modernize County systems and provide additional options for the community to collaborate with staff and reduce time to receive services. Focusing investments in staffing to make improvements to the County website and provide a more user-friendly interface will enable community members to utilize staff services in a more efficient way, allowing staff time to dedicate themselves to more skilled tasks.


Additionally, the Board of Supervisors recently approved an investment in Public Relations and Social Media Consultants, Archer & Hound, who will train and assist County staff in enhancing our communications and engagement with the community we serve. The engagement and enablement of members of the public will bring invaluable expertise to our Committees and Commissions and improve the quality of life for our community through their volunteerism.
