Division Overview

The Tobacco Control Program uses Prop 99 and Prop 56 State funds to improve the health of Californians by reducing illness and premature death attributable to the use of tobacco products through prevention and education services. The net cost for this program is covered by the Public Health Fund 1140.

* Each department is part of a "Fund". Many times, a department or even a fund may show greater expense then revenues for the current fiscal year. This does not account for money that was not spent in prior years, also known as "beginning fund balance". When creating the annual budget Counties are required by law to adopt a balanced budget, meaning the total expense cannot exceed the sum of revenue plus beginning fund balances.

  • Completed 5-year needs assessment

  • Completed annual tobacco retail sales surveillance

  • Ongoing facilitation of the Empower Peers, Inspire the Community (EPIC) youth coalition

  • Tobacco cessation facilitator training for County and community partners

Challenges


  • Re-engaging community outreach efforts as COVID pandemic restrictions are lifted

  • Policy implementation surrounding tobacco retail licensing and clean air ordinance

  • Staffing challenge with recruiting and filling the program coordinator vacancy

Looking Forward


  • Re-focus on community outreach, education, and coordination efforts

  • Redirect permanent staff from COVID response activities to Tobacco programming activities

  • Continue recruitment efforts
