Division Overview
The Office of Revenue Recovery (ORR) was established to provide county departments and local governmental agencies with professional debt collection services. Revenue Recovery works closely with these departments and agencies to collect money due, while providing assistance to individuals seeking to clear their financial obligations.
Revenue Recovery collects debts on behalf of:
- Tuolumne County Superior Court
- Victims of crimes
- Probation Department
- Sheriff’s Office
- Environmental Health
- Ambulance
- Community Development Department
- Recreation
- Columbia and PML Airports
- Pine Mountain Lake Association
- City of Sonora
- Animal Control
- Public Defender
- Home and Business Loans
- Agriculture Department
- Behavioral Health
- Public Works

* Each department is part of a "Fund". Many times, a department or even a fund may show greater expense then revenues for the current fiscal year. This does not account for money that was not spent in prior years, also known as "beginning fund balance". To see beginning fund balances for each fund click here. When creating the annual budget Counties are required by law to adopt a balanced budget, meaning the total expense cannot exceed the sum of revenue plus beginning fund balances.

- Collection of over $3,000,000 in outstanding delinquent debts
- In the process of streamlining new account entry procedures
- Restructuring of positions with a focus on cost-savings to the county
Current Challenges
- Minimal staffing limits our ability to collect and analyze the database to prioritize accounts by collectability
- Economic impact of COVID-19 affects people’s ability to pay
Looking Forward - Future Planning
- Increase collections by increasing number of Collection Officers
- Upgrade from DOS-based collection system to modern system to perform more efficiently.
- Coordinate with Superior Court’s current software upgrade
