American Rescue Plan Act Funding
President Biden signed the American Rescue Plan Act (ARPA) on March 11, 2021, following Congress’s passage of the legislation. The $1.9 trillion package is intended to combat the Covid-19 pandemic. The U.S. Treasury Department issued Interim Final Guidance in May 2021 and closed the 60-day public comment period in July 2021. The final information contained below is based on the Interim Final Guidance and may be amended with the issuance of the Final Guidance.
Included with the ARPA is the Coronavirus State and Local Fiscal Recovery Fund totaling $350 billion to aid states, cities, tribal governments, and U.S. territories. These funds can be used for:
- Support of Public Health Response,
- Replace Public Sector Revenue Loss,
- Investment in Water, Sewer, or Broadband Infrastructure,
- Premium Pay for Those Doing Essential Work, and
- Assistance to Households, Small businesses, non-profits, and aid to impacted industries such as tourism, travel, and hospitality.
As mentioned above, the City may use ARPA fund to Replace Public Sector Revenue Loss. These "Revenue Recovery Funds" must be used for the following purposes:
- Maintenance or pay-go funding building of infrastructure,
- Modernization of Cybersecurity,
- Health Services,
- School or Educational Services,
- Environmental Remediation, and/or
- Provision of Police, Fire, and Other Public Safety Services.
Revenue Recovery Funds cannot be used for:
- Debt,
- Settlements or Judgements,
- Reserves,
- Pensions, and/or
- Non-Federal Match Where Barred.
ARPA Funding Highlights
Tampa Fire Rescue will receive $13.4 million for the following:
- Fire Station Renovation - $3.4 million
- Vehicles - $5.0 million
- Peak Unit Services - $2.0 million
- Technology - $2.0 million
- Scholarship Program - $0.25 million
- Other Operating & Capital - $0.8 million
Housing and Community Development will receive $16.1 million for the following:
- Unrestricted Owner Occupied Rehabilitation for recipients earning >80% Average Median Income and/or with home repairs costing >$50,000
- Rental Infill - New fund to activate unused units in existing developments
- Homeless Outreach - To directly support a range of sheltering options for the homeless population
- Build-Ready program – Targeted and strategic property acquisition and/or parcel remediation to reduce the cost of building income-qualifying units
Mobility Department will receive $7.2 million for the following:
- Sidewalks - $2.5 million
- Resurfacing - $4.7 million
Tampa Police Department will receive $3.0 million for the following:
- Vehicles - $2.0 million
- Aviation Maintenance - $0.8 million
- Body Worn Cameras - $0.1 million
Parks and Recreation will receive $3.0 million for the following:
- East Tampa Recreational Complex - $1.6 million
- New Tampa Inclusive Playground - $1.4 million
Logistics & Asset Management $4.3 million for Various General Facility Capital Projects (e.g., roof repairs, HVAC & electric repair)
Parking will receive $3.4 million for Parking Capital Projects
Solid Waste will receive $5.5 million for the Solid Waste Relocation to 34th Street Capital Project
The General Fund will receive $23.5 for the following:
- Revenue Loss/Pandemic Response Costs - $22.5 million
- Cybersecurity - $1.0 million
The FY2023 Operating and Capital Budgets contains an appropriation for interest earnings which will be applied to public safety (Operating Budget) and the East Tampa Recreation Center (Capital Improvement Program)
