Summary of Services

Human Resources and Workforce Development (HRWD) is a mission-focused customer service department that supports other City departments with personnel-related matters. In consultation with City leadership, HRWD develops and maintains personnel policies and strategies consistent with the City’s overall Mission and Values. HRWD provides City departments with support services in the areas of professional development training, benefits, engagement/wellness initiatives, classification and compensation, policy development/interpretation, performance evaluation, safety, and labor/employee relations.

The department is an internal service and is fully allocated to the various departmental operating funds.


Human Resources and Workforce Development has 31 Full-Time Equivalent (FTE) employees. This represents no change from FY23.
