Current Performance: Secured Federal Low Income Housing Tax Credits, valued at approximately $34 million.

One of the most significant ways the City can alleviate the impact of poverty is to increase the availability of affordable housing. The City is actively involved in multiple projects, including the redevelopment of the 200-unit Orange Avenue Public Housing complex into a 390 unit mixed-income development. This redevelopment project is a major component of the Purpose-Built Communities (PBC) revitalization model which is being implemented in the South City community via the South City Foundation. The revitalization strategy focuses on three pillars: mixed-income housing, cradle-to-college education, and community wellness.

The redevelopment of the Orange Avenue Public Housing complex will occur in three phases at the completion of tenant relocation. To date, the City of Tallahassee and Tallahassee Community Redevelopment Agency have committed $4.2 million in City, CRA, and City American Rescue Plan funding for Phases 1 and 2. These funds are leveraged to secure tax credits, bonds, and other forms of financing required to make this project a reality. Columbia Residential has secured 9% Federal Low Income Housing Tax Credits for both Phase 1 and Phase 2 of the project in addition to other funding sources. The groundbreaking on the new construction of Phases 1 and 2 took place in October 2022. Phase 3 is still in development.
