To better serve the public and meet operational needs, in 2018 the City of Tallahassee began identifying and assessing site options for a new police headquarters. After extensive community engagement, Northwood Centre site was selected, a 27-acre parcel at 1940 N Monroe Street. The Northwood Centre was originally developed in the late 1960s as a suburban shopping center. The City purchased the parcel at auction for $6.8 million in 2019.

Following the conclusion of the site selection process, staff embarked on the pre-design phase of the project. Pre-design included gathering technical information on existing site conditions, such as traffic flow and land surveying. A spatial needs assessment was done to identify the general size, configuration, and location of the TPD headquarters facility on the parcel. Initial demolition activities began in 2021 to ready the site for redevelopment. As a part of the pre-design phase, outreach to adjacent neighborhoods, schools, and businesses continued and staff worked hand-in-hand with the Northwood Centre’s previous tenants to address their occupancy needs. The pre-design phase of the project was completed in February 2022.

As of October 2023, the Northwood Mall facility was fully knocked down and its foundation has been removed. Demolition materials and equipment were reused, repurposed, or recycled to the maximum extent practicable, consistent with the City's recently adopted Green Building Policy. The project is in the infrastructure phase which includes the installation of underground utilities, a new stormwater pond, roads, lighting, sidewalks and landscaping. Deep building foundation installation will begin in early 2024 with vertical construction to immediately follow. The building design and engineering is approximately 80% complete and cost estimates will be updated as the design is finalized and bids are solicited.

Throughout the planning and construction process, the City has engaged in extensive public outreach to solicit input on the construction of the new TPD headquarters. In January 2022, the City of Tallahassee held a community meeting with nearly 200 residents in attendance and another on March 29 that drew 100 attendees. In addition to the public comments provided during these community forums and at City Commission meetings, more than 700 emails were also received. The feedback shared represents a broad cross-section of the Tallahassee community and is being used to aid in the development of a long-term master plan for the parcel.

The project is in the infrastructure phase which includes the installation of underground utilities, a new stormwater pond, roads, lighting, sidewalks, and landscaping. Schematic design has been completed and the project is moving into design development, construction documents, and bidding next. Deep building foundation installation is expected to begin in early 2024.

As visioning continues for the future of the Northwood parcel, community engagement activities will continue with additional meetings anticipated to collect community input. In addition to being home to the new TPD headquarters, the site presents opportunities for green space, community amenities, and other economic development projects.
