Strategic Goals

The City begins planning its strategic goals early in the budget process. The City Commission plans a retreat annually to plan and determine the coming year's goals.


The City of Stuart is began implementing and installing an entirely new ERP system with a goal to be fully converted and "live" by the end of Fiscal Year 2023. The "Core Financial" module of the new ERP went live in May of 2022, and this budget was developed, adopted, and implemented for October 1st, 2022, in the new ERP system. Currently all departments are using the new financial software for all daily operations, including budget monitoring, requisition and purchase order processing, as well as Accounts Payable, and "Pcard" transactions. Electronic Invoice routing and approvals is nearly complete from the Beta testing process. The City is now focused on the goal of going live with the Citizens Services module. This will include Business Tax, Permitting, Planning and Zoning, Alarm Billing, Code Enforcement, Special Event planning, and Fire Safety. The final modules to go live, will be Utility Billing, and Miscellaneous Receivables. The new software will allow citizens to apply for permits and business tax certificates fully online without having to come to City Hall and should handle 99% of transactions remotely. The new ERP system is highly integrated with Geographical Information Systems, or GIS.


Another major goal for the City is the construction and installation of an Alternative Water Supply system, provided by a Reverse Osmosis Water processing plant. The new plant is currently under construction with a tentative online date of later in Fiscal Year 2024. This would provide the cleanest drinking water possible, and utilize a less intensive acquisition process than our current surficial acquifer plant. The new plant will come online subsidizing the current plant, and slowly phasing the older operation out, and becoming a new viable water supply system for our entire customer base for the next 30 years at least.
