FY2023-24 Adopted Budget

Department Purpose:

The Springfield-Greene County Park Board offers four golf courses: Horton Smith Golf Course (18 holes), the Bill and Payne Stewart Golf Course (18 holes), Betty Allison Junior Golf Course at Oscar Blom (9 holes) and Rivercut Golf Course (18 holes). Also offered are the Connie Morris Learning Center and the Betty Allison Junior Course at Rivercut (4 holes). The golf courses offer the opportunity to participate in the game of golf at a variety of levels at a reasonable cost.

In doing so, we will make a positive impact on the overall quality of life, health, environmental, social, and economic aspects for our residential families and visitors alike.


FY 2023-24 Budget Highlights:

In an effort to attract and retain the most qualified temporary and seasonal employees available, as well as fund the recent increase in the State of Missouri minimum wage to $12.00 per hour on January 1, 2023, and to pay adjustments to remain competitive in the marketplace, funding of $61,453 is requested in the proposed FY2024 Budget to increase hourly wages for temporary and seasonal staff.


With assistance from the City of Springfield, extremely favorable interest rates have been secured in recent years the departmental lease-purchase of much-needed capital equipment. We have requested $27,510 in the Golf Fund for the FY2024 Budget, which includes the lease purchase financing of one (1) Rough Area Mower, and one (1) Zero-Turn Mower. These equipment items are critical to the department’s ability to successfully operate and maintain our four golf course facilities at the highest level.


Professional construction services are needed in order to renovate the asphalt golf cart path system at Horton Smith Golf Course, which would enable golf cart use during wet course conditions and increase cart rental revenues. While funding is not presently available within the Golf Enterprise Fund, future revenue sources could allow this process to be initiated during FY2024.

Professional consulting services are needed in order to conduct Phase One of a Golf Master Planning process for our Park Board golf courses. While funding is not presently available within the Golf Enterprise Fund, future revenue sources could allow this process to be initiated during FY2024.
