Project Spending Status
OVERVIEW
The American Rescue Plan Act (ARPA) was signed into law on March 11, 2021 and represents a new and innovative approach to releasing federal funds to municipalities with a strong intention to provide impactful direct assistance to individuals and communities most impacted by COVID‐19. The legislation has a clear intent of serving low income communities and communities of color.
The Sonoma County Board of Supervisors approved over $39 million in ARPA funding to support disproportionately impacted individuals, households, and small businesses and nonprofits who have suffered economic impacts as well as disparities in public health outcomes due to the COVID-19 pandemic.
This Community Resilience Program (CRP) funding was awarded to 24 organizations who are partnering with 71 unique subcontractors to complete a total of 27 different projects in 9 priority areas.
The County of Sonoma is committed to transparent financial and programmatic reporting related to these funds. Please see below for expenditure details by project.

ASSISTANCE TO WORKERS
SRJC Workforce Pipeline Project
Project Description: Wraparound job training support and job placement in construction industries, year-long intensive case management and financial resources, and pre-apprenticeship training & internship opportunities in the construction industry.
Project Location: Outreach, recruitment, and enrollment will be done Countywide and specifically prioritize outreach in QCTs.

Promotores Profesionales Internship Program
Project Description: 12-month workforce development program placing participants in partner agency organizations while giving them ongoing training, coaching, and culturally responsive support to increase the number of skilled bilingual-bicultural workers.

CHILDCARE & CHILDCARE FACILITIES
Early Care & Education Recovery & Expansion (ECERE) Program
Project Description: Increase the number of quality childcare facilities and spaces available to low-income Sonoma County families by training new Head Start/Early Head Start teachers through an apprenticeship program and training individuals to become Licensed Family Child Care Home providers. Provides grants for childcare facilities to create healthier environments for children. Increase and expand diverse Sonoma County childcare workforce through targeted recruitment and retention efforts.
Project Location: Fiscal lead and subcontractor will develop a project outreach plan targeting specific activity for all 29 QCTs.

CULTURALLY RESPONSIVE COVID RESPONSE
Sonoma County Unified Community Preparedness & Long-Term Disaster Recovery Project
Project Description: Equitable, sustainable, unified, community-based disaster preparedness, response, and recovery platform development to rapidly assess communities’ needs, implement solutions, and deliver targeted and relevant resources for disaster and recovery.
Project Location: Community outreach and engagement will be done Countywide.

Elsie Allen High School
Project Description: Educational model/programming development to transform Elsie Allen High School into a community resource by providing a rigorous, relevant educational program with extended learning opportunities, family and community engagement, and an infusion of social services.
Project Location: Services to be provided at Elsie Allen High School.

Project Description: Community-based mesh network installation.

Project Description: Financial aid and college application assistance for 12th grade students and their families to increase college completion rates for students from low-income families as well as scholarship submission and college matriculation support.
Project Location: Services will be provided at Piner and Santa Rosa High Schools.

FINANCIAL ASSISTANCE
Sonoma County Guaranteed Basic Income (GBI) Coalition
Project Description: Guaranteed Basic Income pilot program to increase the economic stability and mobility of families with young children. GBI Coalition will leverage other funding sources to serve a total of 305 beneficiaries.
Project Location: Outreach will be done Countywide; eligible applicants will be randomly selected and at least 75% of beneficiaries will reside in QCTs.

Equitable Emergency Financial Assistance (EEFA)
Project Description: Emergency financial assistance up to $3,000, comprehensive case management, and connection to a culturally competent, equitable network of community-based partners.
Project Location: Outreach will be supported through strong existing partnerships and programming with Sonoma County school sites, including campuses in Roseland, Rohnert Park, Santa Rosa and Guerneville. Existing outreach data gathered throughout prior CURA efforts will be used to determine the best outreach strategies for each QCT, and which census tracts still require high needs of support.

Homeless Services Consortium - Basic Needs Support Program
Project Description: Basic needs support program for households or populations facing negative economic impacts due to COVID-19, including food assistance, cash assistance and emergency assistance for those experiencing homelessness.
Project Location: Program prioritizes those who are precariously housed or experiencing homelessness in QCTs and other low-income neighborhoods.

Financial Assistance Project
Project Description: Financial support up to $1,200 for food, gas and rent, including security deposit payments or general housing assistance that may include utility deposits/turn on fees, key deposits, or cash.

Food/Nutrition for Medically Vulnerable
Project Description: Weekly meal deliveries of medically tailored meals and/or groceries and wraparound nutrition services.
Project Location: Services will be delivered Countywide, with fiscal lead and subcontractor committing to prioritizing clients that live in QCTs.

Project Description: Delivery of nutritious multi-farm food boxes from FEED Sonoma, a co-op of 80 small, local farmers (women/BIPOC-owned and/or regenerative).
Project Location: Food boxes will be distributed Countywide through partnerships with Burbank Housing facilities, Corazon Healdsburg, La Familia Sana, Lideres Campesinas, Ortiz Plaza, Comida Para Todos, and Operation Christmas Tree.

Fair Housing Education and Tenant Organizing
Project Description: Fair housing education and tenant organizing assistance in English and Spanish to tenants in multifamily rental complexes to promote long-term housing security and prevent homelessness.

Housing and Wellness Program
Project Description: Housing and wellness program providing housing, housing navigation, and housing stabilization services, including case management.
Project Location: Fiscal lead and subcontractor will recruit beneficiaries, including former foster youth and adults with behavioral health challenges, from all of the QCTs.

Cloverdale Mental Health Collaborative
Project Description: Mental health collaborative addressing the mental health needs of residents, including therapy, juvenile justice diversion, substance/alcohol use education, training for community members, and coordination and navigation of other services.

LGBTQIA Mental Health Services
Project Description: Expansion of mental health services for LGBTQIA+ individuals in Sonoma County, with particular emphasis on supports for transgender people, BIPOC LGBTQIA+ people, and LGBTQIA+ youth.
Project Location: Positive Images is located in Santa Rosa. Mental Health Peer Support through art will be hosted in Sonoma Valley. Outreach will be done Countywide.

Project Description: Mental health services to disproportionally affected communities otherwise may not seek, or have access to, quality mental health services.
Project Location: Program currently delivered in Cloverdale, program outreach will be extended to host venues in other QCTs, and events sponsored by community partners.

Project Description: Integrated counseling and grief support services for students, and staff training on Trauma Informed Care, to help students without access to mental health care.
Project Location: Outreach will be conducted in partnership with the Sonoma Valley Unified School District. Outreach will be conducted with other partner schools as determined by school need and capacity.

Sonoma County Black Therapy Fund
Project Description: To support equitable access to mental health services and to reduce racial, ethnic, or socioeconomic disparities, the Sonoma County Black Therapy Fund will provide Sonoma County residents with 12 sessions of free mental health services from culturally competent therapists.
Project Location: Available to eligible beneficiaries Countywide.

Transitions Program
Project Description: Peer-based recovery services, including intensive housing support, to clients in recovery who are exiting jail, shelters, or struggling to remain in housing.
Project Location: Peer recovery is offered in downtown and southwest Santa Rosa, Petaluma, and Monte Rio.

Whole Family Health
Project Description: Comprehensive, multigenerational approach to address mental health and wellbeing among low-income communities of the Russian River area, expanding on Guerneville School District’s current concerted efforts of whole student health, with target outreach efforts to Latinx and low-income families.
Project Location: Serving families living in the Guerneville area and attending GSD, and will also draw families from ARPA priority communities of Monte Rio, Forestville, and Cazadero.

SMALL BUSINESS AND NON-PROFITS
Traditional Food Producers (TFP)
Project Description: Business development assistance for at least 20 impacted and disproportionately impacted micro- and small traditional food businesses whose customers and operations focus on the needs and cuisine of American Indians and Alaska Natives in Sonoma County.
Project Location: Services will focus on TFP within Sonoma County, including those that live and/or plan to operate their business on Tribal lands.

ARPA Small Business Equity & Recovery (SBER)
Project Description: Outreach and support services, education, and access to capital to support small businesses with financial sustainability, with a particular emphasis on BIPOC businesses.
Project Location: Legal Aid of Sonoma County will serve the legal needs of businesses primarily located in the QCTs. The five place-based Chambers of Commerce of Cloverdale, Monte Rio, Rohnert Park, Russian River, and Windsor will provide outreach to businesses in their geographic areas. The Small Business Development Center will provide technical assistance to businesses in QCTs. La Luz Center will Serve individuals in the Fetters Springs/Agua Caliente West QCT. Asian American Pacific Islander Coalition, Hispanic Chamber of Commerce, North Bay Black Chamber, and Red Latinx will provide education and resources to entrepreneurs specifically targeted to their respective ethnic and race identities. Creser Capital Fund and Small Business Hardship Fund will provide small business grants. Los Cien and Sonoma County’s Economic Development Board will provide information to the services available through the partnership. Santa Rosa Metro Chamber will expand employer-supported childcare and conduct a leadership academy with freshman high school students engaging in STEM-related small businesses.
