Overview

Scope

The Pine Street Sidewalk project will provide continuous sidewalk on the north side of Pine Street, between Boyer Avenue and Division Avenue.


Background

Pine Street is a collector street traveled by both vehicular and pedestrian traffic. This critical east-west corridor connects residential neighborhoods, schools, recreation, and assisted living facilities on the west side of Sandpoint to the downtown business core. The lack of continuous sidewalk along Pine Street creates a challenge for users. When sidewalk is unavailable, pedestrians commonly share the roadway with moving vehicles.



Completion of this project will provide a continuous and accessible pedestrian route along Pine Street, greatly improving safety and mobility.

Project Planning


  • The Pine Street Sidewalk project's survey and design were completed in April of 2021.

Funding

In 2017, the City applied for an Idaho Transportation Alternatives Program (TAP) grant, administered by the Local Highway Technical Assistance Council (LHTAC), for the Pine Street Sidewalk project. The City was awarded the grant to fund the project in March of 2020.


Funding for the project is as follows:


  • Federal Participation Rate: up to 92.66%
  • City of Sandpoint Participation Rate : at least 7.34%

Project survey, design, community outreach, and construction were planned for in FY20 and FY21 Budgets.

Improvements

The Pine Street Sidewalk project will provide a continuous sidewalk on the north side of Pine Street, between Boyer Avenue and Division Avenue, for a length of approximately 2,700 feet. The project will infill sidewalk, replace or repair damaged sidewalk, and install Americans with Disabilities (ADA) curb ramps. Driveway aprons along the alignment of the new sidewalk will be replaced.


The alignment of the new sidewalk does conflict with existing trees. These trees will be removed. Replacement trees will be provided later this year. and options can be found on the City's Approved Street Tree List. Property owners who desire a replacement or new street tree are encouraged to contact our Parks Planning & Development Manager, Maeve Nevins-Lauter. Infill Sidewalk

New sidewalk will be installed to fill in the gaps of missing sidewalk along Pine Street.

Repair Existing Sidewalk

Leveling repairs will be made to exsitng sidewalk.

  • Grinding uneven sidewalk
  • Prevent trip hazards

Install New ADA Curb Ramps

New curb ramps will be installed and existing curb ramps will be replaced with ADA compliant curb ramps.

Construction Schedule & Updates

Crews will begin building new sidewalk along the north side of Pine St between Division Ave and N Boyer Ave, starting the week of April 25.


SPOT bus stops will temporarily relocated from Pine Street to Church Street, for the duration of this project. Visit https://spotbus.org/ for details.


Schedule:

Construction begins with tree removal.


The sidewalk construction will begin in May, working block by block, starting from Division and working east toward N Boyer Ave. Construction of the entire project is anticipated to last through the end of August.

May 31-June 3: Ella to Ruth block - removal concrete and grading

What to expect during construction

  • Work will occur Monday - Friday, 8am to 6pm.
  • Expect construction-related noise and equipment during construction hours.
  • Temporary sidewalk closures and traffic controls will be employed.

24-hr and 72-hr Notice: Residents will receive door hanger notifications 72 and 24-hours prior to work adjacent to their property. Residents with driveways impacted by this work also be notified in advance of this work.

What we need from you:

In accordance with Sandpoint City Code 7-2-2, vehicles and other obstructions may not block the public right-of-way. Vehicles parked in driveways may not extend into the public right-of-way (where the sidewalk will be constructed). Please comply with the temporary No Parking signs on-street, to enable workers access to the project site. Access to businesses and homes will be maintained at all times during this work, but driveway access may be temporarily restricted; the City will notify residents ahead of time of potential impacts.
