Central Services includes many functions and their associated expenses including City Clerk, grants & performance management administration, human resources & risk management, and contracts & procurement.

We Do:
City Clerk & Records Management:
- Facilitate publication and codification of adopted Ordinances
- Post and facilitate publication of notices of hearing, bid openings, commission and board vacancies and other legal notices
- Acceptance/intake of court documents and claims against the City
- Act as City records custodian, maintain a comprehensive collection of historical documents, conduct research and process requests for records
- Facilitate and clerk all City Council, commission, committee and board meetings and post all necessary notices and agendas; meeting packet compilation
- Process business-related licenses and permits
Grants & Project Administration:
- Advise and direct City Service Areas regarding the City's Grant Policies and Procedures
- Research grant opportunities
- Coordinate, prepare, and submit grant applications to support strategic planning efforts for the City
- Administer awarded grants to ensure compliance with federal and state regulations, local policies, and financial and programmatic deadlines
- Develop metrics to measure success towards achievement of the City's strategic planning initiatives
- Conduct analytic studies related to city and regional issues such as population projections and regional housing assessment
- Coordinate special projects
- Provide data and information specific to planning efforts and projects administered by the City
Human Resources & Risk Management
- Advise and direct City Service Areas regarding the City's Personnel Policies and Procedures
- Employee On-Boarding

Contracts & Procurement:
- Advise and direct City Service Areas regarding the City Purchasing Policies and Procedures
- Procurement of City materials, supplies, equipment, services, and construction
- Prepare and execute City contracts
- Manage bid, solicitation, and contracting process for construction projects
- Monitor compliance with State and local laws and regulations
- Coordinate the City's surplus personal property
- Ensure responsibility and accountability of City public resources
Budget Discussion
The FY 2021 budget is primarily for maintenance and operations. The salaries and benefits expenses are reduced from FY 2020 due to GIS being moved to combined IT/GIS Services. As part of the multi-year City-wide operations improvement strategy, the FY 2021 budget includes $20,000 for a City-wide fleet performance audit and capital replacement and management plan.
