The City’s biennial budget preparation process includes the preparation of the 5-year Capital Improvement Program (CIP).

Introduction

Each year the City of San Bernardino adopts a Five-Year Capital Improvement Program (CIP) aligning with the 2020-2025 Key Strategic Targets and Goals established by the Mayor and City Council. Additionally, the CIP provides a comprehensive plan to develop and maintain the City’s capital facilities and infrastructure. Due to the cost and importance of capital projects, significant planning and consideration is given when designating the allocation of resources to these projects. Projects included in the CIP are evaluated and selected based on an assessment of community needs, Mayor and City Council priorities and available funding.


About the Capital Improvement Program (CIP) Budget

The adopted FY 2023 - FY 2024 Capital Improvement Program (CIP) supports the City’s continued investment in essential citywide infrastructure and improvements to quality-of-life projects. The CIP designates $61.2 million for FY2023 and $9.1 million for FY2024. The City of San Bernardino has designated an additional $13.6 million to new CIP projects during the course of the FY22-23.


The FY 2023 – FY 2027 Capital Improvement Program is consistent with five main project types: Buildings, Streets, Parks, Storm Drains, and Traffic Control.

Recommended Projects and Use of Funds

The City of San Bernardino’s continued commitment to improve the community’s profile and address the backlog of infrastructure and capital needs is evident via the adopted CIP for FY 2022/23 & FY 2023/24. The CIP builds on the ongoing multi-year strategic approach to address previously deferred maintenance of streets, facilities, and other infrastructure city-wide while remaining financially prudent during this time of slight financial resurgence. Over the biennial budget period, the CIP invests over $32 million in street projects, $7.3 million in storm drainage updates and improvements, $5.5 million in park and recreation center improvements and renovations, $4.7 million to address citywide traffic control upgrades, and $2.5 million designated for building improvements.
