Recent Department Accomplishments

• Case plans completed for adult offenders

• Ongoing Lexipol Policy Review/Updates.

• Implemented “Gang Intel Meetings” with collaborative agencies (HPD, SO, FBI, CHP, SIU).

• Conducted a 290 Sweep Operation in collaboration with fellow LEA’s.

• Continued the “Recycling Project” for youth.

• Submitted and updated the Juvenile Justice Realignment Plan to the Office of Youth and Community Restoration (OYCR).

• Revamped our community outreach/engagement through social media accounts.

• Submitted the Child Welfare Services (CWS)/Probation Disaster Plan to the California Department of Social Services in collaboration with Child Welfare

for placement youth.

• Completed the Continuity of Operations Plan (COOP).

• Reentry Services:

• Implemented jail Garden Program.

• Implemented jail Family Matters Program (Parenting class and supervised visitation).

• Fully implemented Northpointe suite for program classification and attendance tracking.

• Implemented the TruNarc device and held training for staff.

• Implemented a Pretrial Services Program to coincide with the passing of SB 129.

• Developed a contract for services with a clinician designated for probation clients.

• Submitted the updated System Improvement Plan (SIP) report to the California Department of Social Services (CDSS).

• Implemented the Partners Achieving Change Together (PACT) team and wraparound services for youth to prevent further youth delinquency involvement

and secure youth track placement.

• Began the process of transitioning to a new case management system through JTI.

Top Departmental Concerns

• Recruitment and retention of staff, so we can preempt neighboring counties from pilfering our qualified cored staff.

• SB 823 funding and resources not being sufficient to meet the demands of the Juvenile Justice Realignment for secure track treatment youth and

707(b) WIC youth in the San Benito County community.

• Physical office building/space that is safe for first responder staff activities.

• Insufficient space to accommodate the increase in staffing in the department.

• Loss of revenue from the passage of Assembly Bill 1869 by not being able to collect fees.

• Further burden on county funds for the potential increase in electronic monitoring fees of clients released on pretrial supervision.

• New case law and legislation impacting the bandwidth of probation through the imposition of unfunded mandates.

Long-Range Planning Goals (3-5 years) for Department

  • Succession planning and establishment of promotional track and training for in-house candidates to reach management and executive ranks.
  • Increase the use of technology to maximize efficiency.
  • Establish a service network for clients to efficiently receive needed services directed at specific identified criminogenic needs to mitigate the risk of recidivism.
  • Formalize coordinated accountability efforts for clients.
  • Further development of best practices and evidence-based practices.
  • Complete migration to a new case management system.
