Departmental Overview

The Health and Human Services Agency (HHSA) is responsible for providing access to social services for all eligible individuals and families throughout San Benito County. HHSA has six main divisions that are recorded in five separate special revenue funds. The funds and detailed budget information can be found by clicking on one of the links to the right.

Recent Departmental Accomplishments

Public Assistance:

  • In a matter of days the division was able to adapt business practices from in person contact to telephonic and electronic contact to continue issuing benefits in the COVID environment.



Children’s Services:

  • This program successfully finalized its Children’s System of Care Memorandum of Understanding (MOU) according to the guidelines outlined in Assembly Bill 2083 with the San Benito County Probation Department, San Benito County Behavioral Health Department, San Benito County Office of Education, Special Education Local Plan Area (SELPA) and San Andreas Regional Center.


Adult Services:

  • This program has successfully supported applicable community members in need with ensuring their safety and well-being, while also ensuring their needs are met with the goal of continuing to live independently when possible, through the COVID-19 Pandemic.

Top Departmental Concerns

  • Building a sustainable Health & Human Services Agency infrastructure to address pandemic concerns while also addressing other public issues that have escalated because of the pandemic.
  • Lack of affordable permanent housing for low-income and homeless clients.

Long Range Planning Goals (3-5 years) For Department

  • Through early prevention and intervention services, lower the exposure of our community’s most vulnerable populations to abuse and neglect.
  • Continue to strengthen our partnerships with our partner agencies to collaborate and integrate our collective resources and services to optimize outcomes for our community members in need.
  • Increase transitional and permanent housing by at least 50 units.
  • Reduce homelessness by at least 30%.
