Division Overview
The mission of the countywide GIS Program is to support the activities of its members and the citizens of San Benito County by providing and maintaining accurate, current, and complete geospatial data. This support will be provided by leveraging the knowledge in this information by using a set of procedures and techniques collectively referred to as a Geographic Information System. Using the Geographic Information System (GIS), the staff will enable managers and citizens to make decisions impacting the future of the Cities, Districts, and County of San Benito in an informed and logical manner.

Recent Departmental Accomplishments
- Created an online Story Map and Interactive maps of the County road and bridge projects for public and internal use. Road and Bridge project data are updated monthly.
- As the San Benito County Federal Census Liaison, I was an integral part of the 2020 Census Hard to Count (HTC) Committee. Involved in coordinating with the State of California, Federal Census and partners to promote the upcoming Census. Managed and created web mapping applications of events and published them to the State’s SWORD application. Coordinated with the State to administrate a canvassing application for field workers to collect data while out in the field.
- In March 2020, I created an online COVID-19 data dashboard for San Benito County. The Dashboard is public facing and for internal use. Collaborated with San Benito County Health and Human Services to update and configure the dashboard. COVID-19 data continues to be updated on a daily basis, since March 2020.
- Created a Vaccine Distribution Dashboard for San Benito County. Collaborated with HHSA to configure and update the dashboard. Data are updated weekly, per HHSA.
- San Benito County Water District became a new GIS MOU Member. Successfully connected our GIS Enterprise SQL Database to SBCWD’s utility management software. SBCWD can now edit utility data out in the field and remotely.
- Collaborated with the Elections Department on the 2020 Election to develop new public election map galleries and polling place lookups.
- Performed duties as 2020 Web Maintenance Chair for the Central Coast Joint Data Committee (CCJDC).
Top Departmental Concerns
- GIS Outreach (keep county staff, other agencies and community informed and educated of the ever-evolving GIS technologies)
- Become proficient in new ESRI Software. ESRI will be (In a few years) transitioning to a significantly different GIS Software.
- Installation and configuration of ESRI Portal. This will allow data to be edited through the web on online devices out in the field.
- Staffing
- Upgrade SQL and Webserver operating system.
- Purchase additional Credits and Users to ArcGIS Online as more departments and agencies utilize the software.
Long Range Planning Goals (3-5 years) For Department
- Continued calculated growth of the GIS
- Coordinate with the Assessor’s Department to house parcel maintenance within their office.
- Continued participation in U.S. Census programs to produce an accurate population and demographic count. This is important for the upcoming Census as well as creating accurate data for redistricting and upcoming elections.
- ArcGIS Pro will soon be replacing ArcGIS in the near future – continued learning on how to use the new software for a smooth transition once it is ready to replace ArcGIS.
- Install the ESRI Portal software for more efficient use of data between agencies and GIS mobile apps.
- Continue to collaborate with the Central Coast Joint Data Committee on projects such as aerial imagery collection and other data projects beneficial to the county.
- Strategic Plan revision prioritize goals and measure progress through the use of specific, measurable, achievable, relevant and times bound objectives
- Continue to develop, maintain and upgrade the WebGIS and ArcGIS Online tools. Create new online workflows.
- Develop and introduce new GIS spatial mobile apps to departments, especially for efficient field data collection.
- Remain pro-active and keep on top of the evolving GIS landscape.
- Review the possibility of eventually obtaining a drone for mapping purposes and disaster response.
- Collaborate with agencies and jurisdictions around the area to obtain a new set of orthophotography.
- Continue to expand ArcGIS Online as more users and departments use the software.
