Division Overview

The Division of County Clerk provides a variety of direct public services, such as issuing vital records (ex. birth, death, or marriage certificates), filing fictious business names, and filing and qualifying notary public oaths and bonds. The County Clerk is the Commissioner of Civil Marriages and may perform civil marriage ceremonies.

Recent Departmental Accomplishments

  • FY 2020-21 the Recorder processed 5,000+ transactions (sales) in the last year, increasing departmental revenue. Projecting the increase to continue due to the new DMV Real ID requirements and population growth.
  • The County Clerk implemented a new credit card payment processing system in July 2020. About 1 in 4 transactions are paid with a credit card.

Top Departmental Concerns

  • The Board of Supervisors appointed the County Clerk to lead County Staff Redistricting Committee. The proposed budget includes funding to secure a consultant to support the Committee.
  • The County has deferred maintenance to the Hall of Records, which would be good to address in the upcoming years.

Long Range Planning Goals (3-5 years) For Department

  • CY 2021 the County Clerk will bring remaining public services online.
  • CY 2022 the County Clerk will undertake a comprehensive study of current charges, resolving conflicts with Government Code Section 54985 for County approved fees.
