Fund (270) Overview
Recent Departmental Accomplishments
• Leadership and Administration of water issues county wide during historic drought
• Beginning of restoring the CSA program at large with comprehensive procedural reforms
• Preparation efforts of Prop 218 process to return program to solvency
Top Departmental Concerns
• Staffing/manning. The CSAs and CFDs require at least two to three FTEs. During the last year it has become apparent the management and planning aspects of the CSA role can easily get bogged down and even overwhelmed by some of day to day taskings. The ideal setup would consist of two CSA coordinators (one to handle customer service/day-to-day contract issues) and the second to develop policy and planning as supervised by the CSA manager, overseeing both these components of the Special District program.
• Recruitment and retention has been an ongoing concern department wide.
Long Range Planning Goals (3-5 years) For Department
• Complete prop 218 process on existing CSA Program
• Develop program manning to establish a repeatable framework of SOPs relating to special district process
• Continue effective management regarding administrative analysis and processes.
