Division Overview

The Auditor-Controller's Office's mission promotes integrity, accountability, efficiency, and compliance. To inspire and elevate public trust by safeguarding the County's financial integrity, advocating and implementing best practices, and ensuring compliance with mandates and fiduciary responsibilities.



DEPARTMENT/DIVISION OVERVIEW

Accounts Payable: Audits county-wide purchasing/contracts/reimbursements to ensure accurate and authorized payment to vendors. Form 1099 tax reporting.

Payroll: Audit personnel action forms and employee compensation to ensure compliance with county personnel policies, MOU's, and state and federal regulations; and accurately process payroll for county employees and special programs.

Property Taxes: Process roll corrections for property assessments and distributes property taxes to all local government agencies, special districts, and school districts.

Financial Reporting: Audit all transactions within the organization, prepare the annual comprehensive financial report (ACFR) for the County, and submit various financial reports to state and federal governments.

Internal Audits: Develop risk assessment for county operations, develop and implement an internal audit program.

Recent Departmental Accomplishments

  • Completed FY21/22 ACFR by December 31, 2022.
  • Received the GFOA Certificate of Achievement for Excellence in Financial Reporting Program for FY20/21.
  • Received Award for Counties Financial Transaction Report from the California State Controller for FY20/21.

  • Insufficient staffing to provide adequate support to all county departments.
  • Insufficient staffing to provide accounting training for all county fiscal staff.

Long Range Planning Goals (3-5 years) For Department

  • Continue to work towards zero audit findings each fiscal year.
  • Achieve GFOA Certificate of Achievement for Excellence in Financial Reporting each fiscal year.
  • Increase ACH payments to vendors and employees to increase efficiency and decrease costs.
