All Funds Overview
The FY 2023-24 Recommended Budget totals approximately $302 million and represents an increase of approximately $67.8 million from the FY2022-23 Adopted Budget. The changes are a result of an increase in capital fund expenditures ($19.3 million), road improvement projects ($48.1 million), and additional changes can be attributed to transfers out and general expenditure increases. It is anticipated that to fund various projects the County will look to utilize all the available resources on hand. Various one time funds will be put to use on Capital Projects and Road Projects.
The recommended budget includes a net increase to staffing levels of 14.5 Full Time Equivalent's (FTE's) in order to address service demands from the prior years Adopted Budget. Behavioral Health Department requested 4.5 positions and Health and Human Services Agency 6 positions to increase social services programming. General Fund Overview
The proposed FY2023-24 General Fund budget totals approximately $104.9 million representing an increase of $20.3 million from the prior year adopted budget. Some of the changes from the previous fiscal year include Road/CIP projects, ARPA projects, additionally contingencies for emergencies. Most of the funding is or will be coming from fund balance via San Juan Oaks benefit fee funding ($15 million), American Rescue Plan Act (ARPA), and other funding sources. San Benito County will need to continue the vacancy budgeting practice, allowing departments the flexibility to recruit during these difficult times. In addition, the Budget Office will be enacting policy to closely monitor vacancy budgeting quarterly.
