All Funds Overview

The FY 2025-26 Recommended Budget totals approximately $339.4 million and represents an approximately $8 million increase from the FY 2024- 25 Recommended Budget. The county anticipates using various one-time funds for balancing.

 

The total recommended appropriations amount of $339.4 million for Governmental Funds was included. The General Fund includes: $107 million in total expenditures (financing uses), $76.15 million in anticipated revenues, and $735,000 in beginning Fund Balance Available (FBA) from FY 2024–25. The FBA, representing funds carried over from the previous fiscal year, is a key financing source for the General Fund. The County proposes using available fund balances alongside projected revenues to achieve a balanced budget. Fiscal Challenges Over time, escalating labor costs, operational expenses, and program expansions have driven expenditure growth beyond the pace of revenue increases. This structural imbalance is further strained by stagnant or insufficient state and federal funding.

General Fund Overview

The proposed FY2025/26 General Fund recommended budget totals approximately $ 107, representing a decrease from FY2024/25. Some of the changes from the previous fiscal year include Road/CIP projects, ARPA projects, and contingencies for emergencies. Most of the funding is or will be coming from fund balance via San Juan Oaks benefit fee funding, American Rescue Plan Act (ARPA), and other funding sources. This Budget Cycle includes reducing the vacant positions except for public safety.
