Long-Term Tenant Based Rental Assistance

Program Description: The San Antonio AIDS Foundation (SAAF) Long-Tenant Based Rental Assistance (TBRA) program provides long-term rental assistance to assist clients diagnosed with HIV/AIDS with housing stability. Clients are offered supportive services to include medical appointments, assistance with application fees, credit checks and security deposits.


Program Performance Measures

Number (#) of unduplicated clients served

"Unduplicated clients" means each client who receives services in the current contract term will only be counted once in this performance measure. The current contract term is October 1, 2022 to September 30, 2023 for FY2023.

Percentage (%) of clients who reduced their viral load or maintained an undetectable viral load

An "undetectable" HIV viral load is defined as having fewer than 20 HIV copies per milliliter of blood ( <20 copies /mL).

Percentage (%) of clients who exit to permanent housing or with other positive discharge disposition

Examples of a "positive discharge disposition" include clients exiting the program into a stable temporary living environment or with family members..

Program Description: The San Antonio AIDS Foundation (SAAF) Transitional Housing (TH) program provides temporary housing and supportive services to assist clients with becoming “housing ready”.

"Unduplicated clients" means each client who receives services in the current contract term will only be counted once in this performance measure. The current contract term is October 1, 2022 to September 30, 2023 for FY2023.

Bed Utilization Rate (%)

Bed Utilization Rate is calculated based on the total number of people who utilize a bed monthly divided by the total number of beds the agency reports as available within the same month.

Percentage (%) of clients who exit to permanent housing or with other positive discharge disposition

Examples of a "positive discharge disposition" include clients exiting the program into a stable temporary living environment or with family members.

Individuals and families are financially secure and in stable housing

Congregate Hot Meals

Program Description: The San Antonio AIDS Foundation (SAAF) Congregate Hot Meal Program provides three hot and nutritious meals 365 days of the year to anyone infected with HIV and facing food insecurity.
