Fiscal Year 2023-24 Snapshot

The Community Enhancement & Investment Fund (CEIF) is made possible through Measure H and Measure R, two voter-approved half cent sales tax measures that directly support the Rancho Cordova community.  CEIF funds are allocated towards enhancing public safety, infrastructure, civic amenities, youth programming, and economic development.  These funds are not used to balance the city's operating budget and are only used to enhance services and fund programs and projects that would otherwise not be feasible. 

 

The chart above provides a look at the actual revenues generated from Measure H and Measure R combined over the past five years.  As Measure R was approved by voters in 2020, the city did not start to receive these funds until May 2021.  Since that time, the amount of revenues received by the city for each tax measure have been nearly the same, with minor differences due to prior period adjustments.

The Measure H dashboard (above) and Measure R dashboard (below) provides an interactive way for residents to explore how funds are allocated within the Community Enhancement & Investment Fund (CEIF). The initial view displays a breakdown of Measure H and R expenditures, showing funds that are dedicated to community enhancement projects and programs and the city's Capital Improvement Program (CIP).  Projects in the CIP are large scale infrastructure projects that typically have multiple funding sources.  In some cases, CEIF funds can be used as a local match to leverage outside grant funding for projects, enabling the city to maximize the impact that CEIF dollars have in the community.

 

Residents can click on different segments of the chart to access additional details about specific projects and funding allocations, making the budget process more transparent and accessible.

Funded Capital Improvement Projects – Enhancing Sunrise Boulevard

The Community Enhancement & Investment Fund (CEIF) plays a vital role in supporting Capital Improvement Projects (CIP) that enhance infrastructure, safety, and mobility in Rancho Cordova. A key priority is the Sunrise Boulevard Rehabilitation Project, aimed at upgrading pavement conditions, pedestrian accessibility, and drainage systems along this major corridor.

  • Phase 2 (White Rock Road to Douglas Road) – With allocations from Measure H for $1,125,000 and Measure R $2,750,000, this phase consists of pavement rehabilitation, improve median curbs and landscaping, install ADA-compliant curb ramps, and upgrade drainage systems to enhance flood protection along Mechanical Drive from Sunrise Boulevard to Recycle Road. Due to this local investment and leveraging city funds Phase 2 has been awarded $7.6 million in grant funding, allowing the project to expand and maximize impact.
  • Phase 3 (Douglas Road to Kiefer Road) – With $1,250,000 allocated, this phase will include pavement rehabilitation, minor drainage improvements to enhance roadway conditions and pedestrian safety.

By leveraging city funds, including CEIF, Rancho Cordova has been able to secure millions in additional grant funding, ensuring larger-scale infrastructure improvements. These investments will result in smoother roads, safer pedestrian access, improved flood protection, and enhanced aesthetics, making Sunrise Boulevard a safer and more efficient corridor for residents, businesses, and commuters.

Community Grants

The city has been providing community grants as part of its annual Measure H allocation since 2015.  Over 520 grants totaling $21.5 million have been given since that time. These community grants support a wide range of projects and programs and enhance the Rancho Cordova community by providing funds for arts and culture, youth programming and education, and community assistance programs.  Please take a look at a sample of some of the programs that have been made possible as a result of these grant dollars.
