Program Description

The Mission of the Public Works Department is to provide effective and high-quality public works services to enhance the living and working environment in the Town of Provincetown. The pavement management plan, storm water improvements program, snow & ice operations and building maintenance program are all successful endeavors that are going according to plan. The department is also responsible for the design and construction of community-approved infrastructure projects within the Capital Improvement Program. Such projects include the major planning and design work associated with the redevelopment of Shank Painter Road or expansion of the Wastewater Treatment Facility. Wastewater strategies and planning has long been correlated with economic development and housing challenges that currently affect Provincetown. Budget Statement

The overall budget has remined flat with the exception of the clerical position. We are requesting that we change this position to Office Manager given the amount of responsibilites this position entails.

Major Accomplishments for 2022

The biggest accomplishment for the DPW this year has been getting a 75 million dollar sewer project voted on at Town Meeting. This will keep the DPW and Sewer Team busy thru 2030.

FY 2023 Objectives

Continue to improve our valuable infrastructure, buildings, grounds, and facilities. We hope to seek and attain grant funding to help offset the costs associated with the improvement of these systems and infrastructure. Our department is taking on more and more projects in-house as we have hired extremely skilled staff to join our team over the past few years. We will further develop and train our various Departments on providing the highest level of service to the residents of Provincetown while ensuring staff safety and meeting the goals set forth by the Select Board.

Description of Additional Program, Product or Service: Change the job description and pay for our current Administrative Assistant to DPW Office Manager

Cost/Benefit Analysis: Our current Administrative Assistant has been and continues to do duties well above her job description for the biggest department in town. This includes payroll for over 35 staff members as well as bill paying for numerous departments. This would be a well deserved as well as needed upgrade to this position within the DPW team.

Description of Additional Program, Product or Service: On going cost for new project/program management software Envisio

Cost/Benefit Analysis: This tool allows the DPW to easily and efficiently update each phase and status of the project and communicate them to the public through a new public dashboard. It streamlines, standardizes, and automates reporting to internal staff, boards and committees. As we go into the Sewer Expansion, we now have a central location to see the progress for each area of planning. Residents will be able to see the progress street by street once construction begins.
