The Phoenix Police Department documents each citation issued. This includes civil and criminal traffic violations. The officer linked to the citation is the officer that completes the citation paperwork. Additional officers may have been involved in issuing a citation, but only the officer that completes the paperwork is linked to the citation in the database.

PPD’s Arizona Traffic Ticket and Complaint (ATTC) Policy (Operations Order 6.2) provides direction and guidance to officers on issuing ATTC’s. Arizona’s traffic and vehicle regulation code is defined in the Arizona Revised Statutes.

Traffic Citations Issued by Police Precinct


This chart shows the number and percentage of traffic citations issued by Phoenix police precint for each year starting in 2018. Note: Phoenix police precincts vary in geographic size. The proportion of citations across each police precinct is not expected to be equivalent.

Individuals may be categorized under one or more traffic citation violation type. To make comparing citation types easier, a simplified grouping was created based on the following hierarchy: Criminal Traffic and Civil Traffic. For example, individuals cited for both a “criminal traffic” and “civil traffic” violation are categorized as “criminal traffic" in the chart below. Types of Traffic Citation Violations

Civil Traffic charges are for traffic violations that are civil and not criminal. Examples include: speeding, no proof of insurance, failure to stop for a red light, expired registration, and unsafe lane change.

Criminal Traffic charges are for traffic violations that are misdemeanor charges. Examples include: driving under the influence, leaving the scene of an accident, reckless driving, racing, and excessive speed.
