Utilities Administration
Department Description
Core Services
Utilities Administration supports the other utility departments by providing data management, benchmarking, communication, and performance measures to ensure safe and efficient delivery of services. The department coordinates with many stakeholders including the Board of County Commissioners, Tampa Bay Water, other neighboring and municipal utilities, external customers, and other departments within the county.
Regulatory Compliance
Ensures that the utility departments meet or exceed regulations set forth by governing authorities. Monitors proposed changes to regulations and develops resourcing plans and capital improvement projects to address current and future needs.
Utility Agreements
Negotiates and administers agreements with other utilities, service providers, and external stakeholders to protect the County’s interests. All proposed agreements must be evaluated for congruency and relevance with other existing contracts.
Policy Making
Implements sound practices for policy making based on data-driven decisions, environmental protection, and fiscal responsibility.

The primary goal of the Utilities is to achieve 100% compliance with regulatory and industry standards to provide reliable, high quality, and sustainable utility services.
Regulatory Standards:
Water Loss
Utilities intends to reduce water loss to less than 10% by 2025 while maintaining focus on water quality improvements, executing a strategic flushing program for intense pipe cleaning, and increasing water quality sampling while better utilizing the laboratory data.
Reclaimed Water
Goal - Improve management and conservation practices for utility systems: Reduce reclaimed water disposal to less than 10% by 2025.
Reducing the amount of reclaimed disposed is an indicator that more reclaimed water is being used for a beneficial use.
Potable Water
In order to accommodate continued growth in Utilities service area, reductions in per capita water use are necessary to avoid further impacts to the regional water supply.
