Department Description

County Administration provides leadership and policy direction for Pasco County and is responsible for implementing all decisions, policies, programs, and directives of the Board of County Commissioners. (BCC)

Core Services

In addition to the functions above, County Administration is responsible for the oversight of the Office of Intergovernmental Affairs. Intergovernmental Affairs accomplishes its mission through one program with the following key activities:


Policy Development and Implementation

Strategic Planning: Collaborate with elected officials, department heads, and the public to develop and implement strategic initiatives that align with the county's goals and objectives.


Policy Advising: Provide guidance and recommendations to the BCC on policy matters, ensuring that decisions align with the county's long-term goals.


Legislative Coordination:

Intergovernmental Affairs: Liaise with appointed and elected members of local, state, and federal governments to build relationships, share information, and advocate for our legislative priorities.


Board Meeting Facilitation: Prepare and disseminate complete agendas for BCC meetings and workshops, ensuring they align with statutory requirements and public interest.


Legal Compliance: Coordinate with the County Attorney's Office to ensure all county actions comply with local, state, and federal laws.


Financial Management:

Budget Oversight: Provide fiscal recommendations to the BCC, including a proposed annual county operating and capital improvement budget, ensuring fiscal responsibility.


Resource Allocation: Optimize the allocation of county resources to various departments and projects based on prioritized needs and available funds.


Communications and External Affairs:

Media Relations & Communications: Handles media inquiries, crafts news releases, manages main social media and web platforms (ex: MyPasco.net and Team Pasco), acts as county spokesperson, oversees crisis communications, and promotes Pasco County through multimedia content. The Division also manages Pasco County Television, a 24-hour government cable channel committed to providing Pasco County viewers with quality programming. MR&C executes live broadcasts of Board of County Commissioners (BCC) regular meetings, special BCC Workshops, Planning Commission meetings, Metropolitan Planning Organization (MPO) meetings, news conferences, announcements and special programming promoting Pasco County Government. The Division directs all operations of the channel, including scheduling, supervising and general management of station activities. During Emergency Operations Center activations, the Division reports to the Incident Commander within the Emergency Operations Center, serving as the lead Public Information Officer for Pasco County with a dotted line report to the County Administrator.


Public Engagement: Lead public programs and outreach initiatives to ensure citizens are informed about and engaged with county services and have opportunities to provide feedback.


Emergency Response and Public Safety:

Coordination Role in Emergencies: Coordinate efforts during emergency situations, working closely with Emergency Management, Fire Rescue, law enforcement agencies, and other community partners.

Budget Summary

Goals and Objectives

Goals for County Administration include:

  • Prepare agenda material for 22 regular meetings per year and deliver materials to BCC members by noon on the Friday before the Tuesday BCC meeting, 98% of the time.
  • Prepare and deliver complete advance workshop packages for a minimum of six workshops per year to BCC members by noon on the Friday before the Tuesday workshop, 90% of the time.
  • County Administration is responsible for directing operations of all departments. County Administration will respond to all requests from departments within 72 hours of receipt of request.
  • County Administration delivers leadership guidance to the enterprise through leadership team, business review, and supervisor meetings. Each meeting will be scheduled and conducted quarterly, with the assistance of the Performance Development Director and Assistant County Administrators.
