Utilities Engineering & Contract Management


Department Description

The Engineering and Contract Management Department's mission is to provide engineering, technical, and laboratory services to allow for sustainable utility operations for current and future generations. Planning for utility infrastructure renewal, replacement, and expansion, updating standards, and reviewing proposed development allows for the expansion of utilities to serve future communities in a sustainable fashion. Sustainability of the water resources to support growth and maintain the environment is implemented through timely expansion of the County’s infrastructure network of pipelines, water treatment plants, and wastewater treatment facilities in collaboration with the development community.

Core Services

The Department manages utility system planning, engineering, permitting, project management, contracting, capital construction, and environmental laboratory analytical services for the Public Infrastructure Branch. The Department accomplishes this work through four main services:


Environmental Laboratory Services

This service is responsible for testing for compliance with regulatory limits, including water, wastewater, and reclaimed water compliance testing, citizen well water quality testing, solid waste monitoring well sample collection and testing, stormwater water quality testing, and the testing of beach water quality.


Capital Delivery Services

This service is responsible for the implementation of the Capital Improvement Program (CIP), including wastewater treatment facility expansions, pipeline repairs and replacement, water plant improvements, and project management of consultants, contractors and in-house efforts.


Planning and Asset Management Services

The Planning team develops and reviews short- and long-term utility master plans for renewal, replacement, and expansion projects in the CIP and for expansion proposed by the development community.


Service Commitment

Permitting and approval of infrastructure proposed by the development community, including the issuance of Florida Department of Environmental Protection (FDEP) construction permits for pump stations and pipelines less than 16” diameter, ensuring that new services comply with codes and standards, and providing on-site inspections of installed infrastructure.

Goals and Objectives

The Engineering & Contract Management Department focuses on customer service by providing timely responses to development applications, responsibly planning for future growth, delivering projects on time, and providing accurate laboratory results. The department’s objective is to sustain a consistent level of service to existing and new customers with respect to the planning, designing, construction, and testing of utility infrastructure.
