Community Policing Act Data Collection

Compiled by Virginia Department of State Police Data Analysis & Reporting Team

Data consists of stops from Virginia law enforcement agencies from July 1, 2020, to December 31, 2023

(Data received as of January 15, 2024)

Background

Effective July 1, 2020, the Virginia Department of State Police, Uniform Crime Reporting Unit began the collection of investigatory stop data based on the creation of the Community Policing Act. Updates to the original legislation were made per Chapter 37 of the 2020 Special Session I. The following code section includes all data collected and additions to the Community Policing Act effective July 1, 2021. Data from July 1, 2020 through June 30, 2021 include only those persons stopped while driving. Data from July 1, 2021 and on will contain all persons subject to an investigatory (nonconsensual) stop.

§ 52-30.2. Prohibited Practices; Collection of Data

Each time a law-enforcement officer or State Police officer stops a driver of a motor vehicle, stops and frisks a person based on reasonable suspicion, or temporarily detains a person during any other investigatory stop, such officer shall collect the following data based on the officer's observation or information provided to the officer by the driver:

(ii) the reason for the stop;

(iii) the location of the stop;

(iv) whether a warning, written citation, or summons was issued or whether any person was arrested;

(v) if a warning, written citation, or summons was issued or an arrest was made, the warning provided, violation charged, or crime charged;

(vi) whether the vehicle or any person was searched; and

(vii) whether the law-enforcement officer or State Police officer used physical force against any person and whether any person used physical force against any officers.

Statewide Data

Demographic Data

§ 52-30.1. Definition. For purposes of this chapter, unless the context requires a different meaning, "bias-based profiling" means actions of a law-enforcement officer that are based solely on the real or perceived race, ethnicity, age, gender, or any combination thereof, or other noncriminal characteristics of an individual, except when such characteristics are used in combination with other identifying factors in seeking to apprehend a suspect who matches a specific description.

Additional Stop Data

In this section, you can go into further detail. Make your content more accessible by writing short sentences, choosing words and phrases you’d use when talking to a neighbor, and avoiding jargon.

The following data was collected per stop from July 1, 2020 to June 30, 2021 and may not be directly related to the driver's demographic information. Persons searched reflects any person searched during the stop to included driver or passenger. Additional arrests reflects arrests of other persons, not including the driver.

In addition to demographic data, the highest charged statute code is collected, but not displayed. This data can be retrieved by downloading the source data.

Additional Arrests

(Data from July 1, 2020 to June 30, 2021- As of July 1, 2021 passengers are captured separately and not linked to driver data)

Top 20 Most Frequent Violations

The chart shows the most frequent resulting specific violations cited. This is not all inclusive as only the most egregious violation is captured per stop.

Reporting & Analysis

Data is subject to review and updates will be made on a quarterly basis in order to address missing data, correct reporting errors, and post newly submitted data. As such, any analysis or conclusions would be subject to these changes. In addition to updates, other factors involving investigatory stop data such as population, population density, COVID-19 restrictions, and the presence or absence of major thoroughfares affect analysis of data. Agencies not available in the drop down selection have not submitted data or did not perform any qualifying stops for the reporting period.
