Clean, Healthy, and Sustainable Neighborhoods
While the CIP Budget undergoes a separate process from the City’s Policy Budget that includes equity prioritization, changes can be made to the CIP Budget through the City’s Biennial Budget cycle. The following two projects below were allocated through the City’s Policy Budget process.
- Allocates $1.18 million for the Union Point Park Project to address critical electrical, restroom, irrigation, and landscaping repairs.
- Equity Consideration: Impacted groups include community members who live or do business adjacent to Union Point Park, visitors, and any remaining unhoused residents who live in the area, which is a medium-priority area according to geographic equity data mapping published by the OakDOT Racial Equity Team. Positive impacts include the restoration and availability of functioning, clean, safe public facilities. Among potential negative impacts, unhoused residents in the area could experience construction-related disruption, which the City typically mitigates through the Encampment Management Team. This item has not had opportunity to undergo a complete equity analysis due to regulatory deadlines and requirements necessitating accelerated budgeting. It is recommended that in advance of comparable future expenditure demands, the Measure Q expenditure process establish routine equity analysis practices. OPW is taking steps to develop those practices now.
- Allocates $5 million for the Police Administration Building (PAB) to renovate former courtrooms to be used for office space. The improvements will create new office spaces. The project can be packaged together with other PAB projects. Given the current staffing vacancy levels (over 40%) in Project & Grant Management division of Public Works, the start date of this project will start no sooner than FY22 Q2.
- Equity Consideration: There is no discernable equity impact from this action.
