OVERVIEW
The mission of the Fire Rescue Department is to provide exceptional public safety services in a safe, compassionate and professional manner through execution of our vision; enhancing sustainability by providing fire protection services for the community; providing community education to improve the quality of life; ensuring public safety and health; and providing risk reduction, preparation for and recovery assistance from major events affecting the community’s quality of life. In order to accomplish this mission, the Fire Rescue division is responsible for protecting public safety and limiting economic loss.
This dashboard features performance goals. Departments set performance goals that support their Core Service Areas. These goals are tracked and measured to ensure high quality service delivery to our residents.

Emergency Medical Services
The mission of Emergency Medical Services (EMS) is to provide exceptional public safety services in a safe, compassionate and professional manner through execution of our vision; maintaining timely, efficient and quality responses to requests for assistance; providing emergency medical services; and ensuring the safety and health of the community by maintaining the highest quality of preparedness.
Goal: Arrive To and depart from Emergency Scenes in a safe and timely manner to ensure prompt and exceptional care to all that request medical treatment.
Measure: EMS customer satisfaction rating of outstanding or better.
The department conducts surveys to obtain feedback on the customer satisfaction of the quality of care provided. This feedback assists the department in determining our effectiveness and improves communication with the community.
Goal: Arrive To and depart from Emergency Scenes in a safe and timely manner to ensure prompt and exceptional care to all that request medical treatment.
Measure: Average EMS response time of seven minutes or less.
Quick response times can mean the difference between short and long-term recovery, the extent and severity of injury, and most importantly, the difference between life and death. This measure tracks the percentage of calls for service that are within established response times’ percentiles.
Goal: Arrive To and depart from Emergency Scenes in a safe and timely manner to ensure prompt and exceptional care to all that request medical treatment.
Measure: Total on scene time of twenty minutes or less for all high acuity calls (cardiac arrest, trauma, stroke, STEMI, sepsis).
The highest survival rates in patients are attained when emergency responders are able to assess, treat, and depart the scene enroute to the hospital within 20 minutes of first patient contact. Fire Rescue tracks this data to ensure that we are providing the best chance of survival to all patients treated by North Port Fire Rescue.
Goal: Increase out-of-hospital cardiac arrest survival.
Measure: Cardiac survival rate of 20% or higher.
The department aims to increase out-of-hospital cardiac survival rates. It is statistically proven that for every minute that goes by that a heart in ventricular fibrillation the chances of converting to sinus rhythm with pulses decreases by 10%, and in 10 minutes the chances of resuscitation drop to 0%. That is why it is imperative to immediately call 9-1-1, start CPR, deploy an AED, and ensure a rapid responses of Fire and EMS.
Fire Rescue

Fire Rescue District includes Life Safety and Fire Prevention Services, Emergency Management Services, and Public Education.
Goal: Respond to and arrive on scene of emergencies in a safe and timely manner to ensure prompt and exceptional service that prevents fire spread beyond the area of origin.
Measure: Maintain average response time of 8 minutes or less.
Quick response times can mean the difference between short and long-term recovery, the extent and severity of injury, and most importantly, the difference between life and death. This measure tracks the average time to respond to a scene.
Goal: Respond to and arrive on scene of emergencies in a safe and timely manner to ensure prompt and exceptional service that prevents fire spread beyond the area of origin.
Measure: Maintain average turnout time of 80-seconds or less.
Quick response times can mean the difference between short and long-term recovery, the extent and severity of injury, and most importantly, the difference between life and death.
Turnout time refers to the time interval that begins when the facility or response unit receives the alarm/announcement and ends at the beginning point of travel time.
Life Safety and Fire Prevention Services
Goal: Ensure reasonable life safety conditions through inspection programs.
Measure: Inspect 100% of Businesses located within the City of North Port annually.
The department conducts inspections of all businesses within the City. This measure identifies and directs abatement of conditions or operating procedures which could cause an increase in probability or severity of a fire or hazardous materials release.
Goal: Ensure reasonable life safety conditions through inspection programs.
Measure: Within 45 days of initial fire safety inspection, have 95% compliance with applicable Fire & Life Safety Codes.

Emergency Management
Goal: Maintain a Comprehensive Emergency Management training program which addresses the internal and external needs of both the City and supporting jurisdictions/ organizations.
Measure: Conduct a minimum of fifteen (15) Emergency Management Training courses.
The City of North Port Emergency Management staff provides continuous training offerings to ensure city staff is prepared for all types of natural and manmade disasters. To meet or exceed the benchmark displays our city’s effort to increase and maintain minimum training requirements.
