OVERVIEW

The Finance Department at the City of North Port has five main divisions - Budget Development and Oversight, Accounting Services, Payroll Services, Purchasing Services, and Performance Management.


The mission of the Finance Department is to achieve community outcomes by preserving the financial integrity and fiscal management of the organization, while assuring the availability of funds to accomplish the City’s goals, by:


  • maintaining the financial stability of the City;
  • ensuring operations are consistent with organization values; and
  • ensuring departmental fiscal operations are in compliance with appropriate federal, state and local financial requirements.

Accounting Services

To provide our staff, residents and other outside agencies accurate and timely financial accounting services while ensuring compliance with applicable policies, regulations and reporting requirements.

Goal: Provide timely and accurate financial reporting and transactions.

Measure: Attain the Certificate of Achievement for Excellence in Financial Reporting.

The Government Finance Officers Association (GFOA) established the Certificate of Achievement for Excellence in Financial Reporting Program (COA) to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare annual comprehensive financial reports that evidence the spirit of transparency and full disclosure and to recognize individual governments that succeed in achieving that goal.


The City of North Port has earned this award for 12 consecutive years.

Goal: Provide timely and accurate financial reporting and transactions.

Measure: Percentage of properly documented and submitted invoice entries paid within 42 days of receipt.

FY 2023 Target = 95%


Goal: Provide timely and accurate financial reporting and transactions.

Measure: Close monthly reporting by the 10th business day of the following month.

*Discrepancy in Q1 FY22 due to IT server issue.

Goal: Ensure public funds are invested prudently and are well-managed.

Measure: Meet or exceed the Intercontinental Exchange (ICE) BofAML 1-3 Year U.S. Treasury/Agency Index* 50% of the time.

Budget Development and Oversight

To provide commissioners, residents and other outside agencies with an accurate and timely budget and assist city staff in preparing and operating within the budget while ensuring compliance with all statutory requirements and local policies.

Distinguished Budget Presentation Award

The Government Finance Officers Association (GFOA) established the Distinguished Budget Presentation Awards Program (Budget Awards Program) to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA's best practices on budgeting and to recognize individual governments that succeed in achieving that goal.


The City of North Port has earned this award for 14 consecutive years.

Payroll Services

To provide city staff with accurate and timely paychecks and supporting earnings statements and other outside agencies with pertinent payroll reports in accordance with all applicable policies and government regulations.




Purchasing Services

To provide all city staff with assistance procuring goods and services required by the City in a timely manner, at the lowest possible cost, consistent with the quality required and in compliance with all applicable policies and procurement legislation.

Goal: Provide timely and accurate financial reporting and transactions.

Measure: Purchasing Division to process all properly documented and submitted authorized requisitions within three (3) business days.

Performance Management

Performance Management is a new division with the City and focuses on translating goals into results. Goals include:

  • creating an environment where people can perform to the best of their abilities,
  • delivering quality service most efficiently and effectively,
  • achieving the priorities of the City Commission's Strategic Plan, and
  • reporting on successes and areas of improvement in a transparent manner.
