Performance Dashboard

OVERVIEW

The Neighborhood Development Services Department at the City of North Port is comprised of three main Divisions: Planning and Zoning, Code Enforcement and Building.



This dashboard features both performance goals and output measures. Departments set performance goals that support their Core Service Areas. These goals are tracked and measured to ensure high quality service delivery to our residents. Output measures report on the level of service delivery (number of work orders completed, number of acres mowed).

Planning and Zoning Division

The mission of the Planning & Zoning Division is to achieve community outcomes by advancing the community development vision by:

  • providing direction to aid in creating a sustainable community;
  • ensuring development enhances the quality of life for the residents; and
  • encouraging adequate balance of development.

Goal: Encourage sustainable development.

Measure: Process/ review land development application under established timelines 80% of the time.


The division reviews all formal development petitions for the City which includes major sites, subdivisions, plats, infrastructure, special exceptions, variances, text amendments, rezoning,

and architectural reviews. The Planning and Zoning Division is committed to reviewing applications in a timely manner and providing quality customer service.

Goal: Encourage sustainable development.

Measure: Complete 90% of the Unified Land Development Code (ULDC) rewrite in Fiscal Year 2023.

The City of North Port’s Neighborhood Development Services - Planning Division will be making changes to the City’s Unified Land Development Code (ULDC). Updates will be focused in groupings. Some changes will be a simple reorganization of information while other changes may be to policy.

Amendments to the code will create new approaches to guide the development process. These codes are intended to enhance the condition of the City’s natural and built environments, promote economic opportunity, and help us achieve a more sustainable future.

Goal: Encourage sustainable development.

Measure: Update Housing Study and submit Affordable Housing recommendations to City Commission.

Housing Attainability is a priority for the City, and we will continue to work with our community partners to make it a reality.

In June 2022, the City participated in a Housing Summit. City staff and dignitaries, regional developers and builders, and local business owners came together in the Wellen Park area of North Port for one purpose – find a way forward with housing attainability. Goal: Encourage sustainable development.

Measure: Complete Activity Center 6 (The Shire) Master Plan.

Pursuant to the Strategic Plan and City Commission’s direction, this proposal will create a master plan vision to provide for sustainable growth and investment in Activity Center 6. Development of a master plan in advance of the finalization and construction of the new I-75 interchange is paramount to ensure quality development in the area while encouraging targeted development investment. Failure to provide for master planning in this area could result in future development which may be inconsistent with the City’s vision, and furthermore, unsustainable and obstructive to balancing the City’s tax base.

Measure: Complete 50% of the Comprehensive Plan Amendments in Fiscal Year 2023.

A Comprehensive Plan is a document used for envisioning the future growth of a municipality. The Comprehensive Plan can also be used to address the constant change and evolution taking place as development and conservation take place.


The Comprehensive Plan’s goals are long-range and intended to set the vision of the community guiding the policy decision making within the community.

Building Division

The mission of the Building Division is to provide for the safety, health, and welfare of our citizens by assuring and maintaining a safely built structural environment by:

  • monitoring construction to ensure community values are sustained;
  • maintaining and enforcing building codes;
  • ensuring community property standards are maintained; and
  • providing oversight for a safe and aesthetically pleasing built environment

Goal: Ensure a high level of customer service through application review, processing, and permit issuance times.

Measure: Process & review 90% of single-family residence permit applications within 30 business days.


Neighborhood Development Services - Building Division accepts permit applications and all of the other forms necessary to satisfy the requirements of construction codes. Communication between the Staff and builders is the key to obtaining the required items for code compliance, especially considering the time constraints and other issues facing the builder or homeowner.

*Due to the increase in the number of permits received, this measure has changed from reviewing in 10 days to reviewing permits in 30 days.

Goal: Ensure a high level of customer service through application review, processing, and permit issuance times.

Measure: Process & review 90% of commercial permit applications within 30 business days.


Neighborhood Development Services - Building Division accepts commercial permit applications for new development. The Building Division works closely with the Planning Division and SDR, Staff Development Review committee to ensure commercial projects meet the expectations of the City’s Unified Land Development Code. Plans are submitted electronically and reviewed by several City departments to ensure compliance of City and State codes.

Certificates of Occupancy

A certificate of occupancy (CO) is a document issued by a local government agency or building department certifying a building's compliance with applicable building codes and other laws, and indicating it to be in a condition suitable for occupancy.

Code Enforcement

The mission of the Code Enforcement Division is to assure and maintain the community standards by:

  • monitoring construction to ensure community values are sustained;
  • ensuring community property standards are maintained; and
  • providing oversight for a safe and aesthetically pleasing built environment

Goal: Ensure regulatory compliance to protect property, the environment and the lives of residents and visitors.

Measure: Maintain a rate of 90% of active cases brought into compliance without property owners having to go to the Hearing Officer.

Our role is to ensure the health, safety, and welfare of North Port residents by maintaining community standards. Code Enforcement Inspectors are proactive and will inform property owners of a violation of any North Port City Code, Unified Land Development Code (ULDC), or Florida Building Code. Violations of codes may be presented to the Code Enforcement Hearing where a Hearing Officer will listen and make a decision on alleged violations.

The goal is to have cases brought into compliance without the case having to go to the Hearing Officer.
