Sewer Impact Fees Fund

Fund Description

The sewer impact fee was established in 2012, but it was formalized as a separate fund in FY2020. Impact fees levied on developers to offset the increase in demand on existing wastewater systems are deposited into these funds. Impact fees allow cities to recoup some of the costs of expanding wastewater infrastructure when development begins, rather than waiting until tax revenue or service charges are collected after growth has occurred. Legally, the revenue generated from these fees must be used toward developing off-site, wastewater-related capital improvements needed to serve new developments. Additionally, an impact study is legally required before levying an impact fee.
