Services
Services Summary
The service division consist of library, law enforcement, fire and emergency medical response, emergency preparedness, and debt services. Each service division has its own funding sources and expenses.
Goals and Objectives
- Assist the community to establish Neighborhood Watch programs.
- Provide deputies with training opportunities to enhance public safety.
- Provide Principled Policing training to include the four tenets of the policing approach: voice, neutrality, respect, and trustworthiness.
- Explore new technologies available for the public safety sector and discuss with the District as appropriate.
- Engage in community oriented policing approach in our daily duties and interactions with any member of the public.
- Coordinate use of security camera and license plate reader technology with the District and Rank Security to help prevent and reduce overall crime in
Mountain House.
- Continue the public – private partnership with Rank Security to provide and maintain the high level of public safety in Mountain House.
- Finalize planning for second fire station, including design, architectural concepts, and cost analysis.
- Explore including a training facility in conjunction with second fire station.
- Complete fire study and continue to evaluate staffing needs, and, as needed and feasible, add personnel, apparatus, and equipment.
- Upgrade current communication system for public safety and firefighter safety so portable radios can be heard throughout the District.
- Update vehicle and equipment replacement schedule and ensure funding is in place to ensure timely purchases.
- Update the Emergency Operations Plan and annexes on an annual basis.
- Review and update the Emergency Response Plan.
- Equip the Emergency Operations Center.
- Assign and train two key trainers.
- Develop a training program for all employees including routine workshops and seminars for certification and refresher courses.
- Coordinate with San Joaquin County Sheriff’s Office and French McKinley Fire Protection District to conduct training exercises and workshops.
- Provide the community with wide range of library services.
Services oversees the Library, Law Enforcement, Fire, Emergency Preparedness, and Debt service divisions.
Library Services Division Summary
The Library Services Division provides resources to enrich lives, to encourage a learning environment, access to books, media and the internet, and to offer a venue for gatherings.
Law Enforcement Services Division Summary
The Law Enforcement Services Division provide services aimed at protecting the rights of individuals, reducing crime and the fear of crime while working to enhance community safety overall. Rank Security also services the District outside of the scope of the San Joaquin County Sheriff.
Fire & EMS Division Summary
The Fire & Emergency Medical Services Division provide services that make our community safe for all citizens to live and work through the protection of life, property and the environment.
Emergency Preparedness Services Division Summary
The Emergency Preparedness Services Division provide services and funding that allow the community prepare for emergency situations for both natural and unnatural disasters.
Debt Service Division Summary
The Debt Service Division provides funding for the District’s infrastructure. The division provides funding for the District’s outstanding debt.
ACCOMPLISHMENTS
- Addressed reduction in staffing by Sheriff’s office by adding armed private security and increasing safety coverage at a reduced cost to the District.
- Created Community Service Officer position to engage and educate the community on Code Compliance issues and to re-establish Neighborhood Watch programs in each neighborhood.
- Worked with Public Safety Committee to initiate security camera program in the District.
- Renewed contract with French Camp McKinley Fire District; initiated study to review fire operational efficiency and determine level of service options for fire services north of Byron.
- Completed Emergency Operations Plan. Finalizing the Emergency Response Plan.
