The Community Development Department is responsible for planning, planning, constructing, and accepting privately funded projects. Also, the Department is responsible for all code compliance and permitting requirements.
Goals and Objectives
Community Development
- Finalize submittal checklist requirements and publish this information online.
- Implement the Water Master Plan recommendations.
- Update specifications and details when necessary.
- Improve document coordination and archiving of hard and electronic copies.
- Collect, organize, scan, and store all maps and plans.
- Expand GIS system and transition to in-house support services.
- Complete the GIS-based archival system for final-map approvals, bonds for subdivisions, and bonds and securities for the CFF, TIF and utility
infrastructure obligations.
- Finalize the construction plans for two intersection upgrades along Grant Line Road in Alameda County.
- Continue to collaborate with developers and other partners to provide carefully planned, well-constructed, and regularly maintained infrastructure that
safely serves residents, businesses, and visitors.
- Coordinate with SJC CDD on land use approvals, planning issues, and use permits.
- Coordinate with LAFCo on the incorporation process and the preparation of the necessary documents for the proposed plan.
- Update the Master Plan and Specific Plans for the proposed land use and community facility changes.
- Conduct a comprehensive update of the Community Facilities Fee (CFF) and Transportation Improvement Fee (TIF) programs.
- Complete and implement the Parks and Recreation Plan, including the Central Community Park, tennis courts, and amphitheater plans.
- Complete and implement phased Bicycle and Pedestrian Plan.
- Continue coordinating with regional projects, including Valley Link, Route 205 Managed Lanes, Delta Conveyance Project.
- Update the Public Land Equity Program and establish procedures for tracking dedicated lands and vouchers and identifying surpluses and deficits.
- Develop procedural guidelines for planning processes, application requirements, annexation fee calculations, and other entitlement processes.
- Complete and accept all development-related infrastructure projects.
- Complete offers of dedication and acceptance for all projects.
- Complete cost certification and reimbursement for CFF, TIF and utility infrastructure projects promptly.
- Adopt procedural guidelines per the CFF, TIF and utility infrastructure projects and Master Acquisition and Reimbursement Agreements (MARA)
requirements for cost escalation and first-in/first-out priority list.
- Manage record-keeping and construction administration process.
- Implement the security camera system.
- Complete communication master plan.
- Develop phased implementation of the fiber optics communication system.
- Implement a signal control system and activate the Traffic Management Center.
- Develop signal coordination system.
Code Compliance
- Improve code compliance procedures using a computerized system for tracking violations and corrective measures.
- Continue working on educational and public information materials regarding code compliance and master restriction requirements.
- Adopt and implement the non-standard vehicle parking permit policy.
- Investigate electronic permitting system for all community development and future building permit requirements.
- Conduct semi-annual or annual property inspection for master restriction compliance post-purchase to disclose any additions or modifications for proper
permitting with District and County.
- Re-issue copy of Master Restrictions to property owners.
- Work with master builders and developers to conduct educational forums regarding Master Restrictions.
- Develop a plan to provide education regarding the proper maintenance of street trees and issue fines for non-compliance and distribute online.
Performance Measures
- Community input will be considered through town halls to measure carefully planned, well-constructed, and regularly maintained infrastructure that safely
serves residents, businesses, and visitors.
- Complete the Procedural Manual
- Complete the databases of COAs, bonds, and cost certifications.
- Complete and obtain approval of the Parks, Recreation, and Leisure Plan.
- Advancement of the SPIII Amendment.
- Monitor and adjust Department operating budgets to effectively deliver department work products within the constraints of public contract code, and
funding sources will be measured by project completion and costs compared to estimates.
- Develop plans for Districtwide fiber optics communicant and security camera system.
- Apply for grants for the bicycle and pedestrian enhancements in the community.
The Community Development Department oversees the Code Enforcement division.
Code Compliance Division Summary
The Code Compliance Division is responsible for community outreach, engagement, and education, code compliance and permitting needs. The Division provides education to the public regarding land use ordinances and related code provisions. The Division investigates and reports on complaints and issues warnings and citations for noncompliance. The Division also issues permits to property owners/residents, builders, and contractors working in Mountain House.
Accomplishments
- Increased public awareness of municipal code requirements and Master Restrictions.
- Completed 30% design document for Grant Line Road in Alameda County.
- Completed Grant Line Road Phase I construction (Mountain House Parkway to Central Parkway).
- Completed Hansen Park construction.
- Implemented the Turbo-Data system for Code Compliance.
- Implemented the Truck Route Plan.
- Implemented the Adopt a Road Program.
- Completed the annual CFF/TIF update.
- Completed the incorporation document and initiated the Incorporation process.
- Completed Master Plan Trigger Points.
- Negotiated and completed an agreement with Mountain House Investors for Community-wide obligations.
- Finalized Shea Commercial development application.
- Processed Langston II and Bergamo final maps and development plans.
- Finalized Mountain Technology Center development project and acceptance.
- Completed Byron Road upgrades at Mountain House Parkway and Great Valley Parkway.
- Completed the Fats, Oil and Grease (FOG) Ordinance.
