Public Works Department Summary

The Public Works Department is responsible for design and construction of publicly financed projects, Asset Management and Maintenance and Operations of the existing community facilities.

Goals and Objectives

Public Works

- Update and publish standard specifications and details information online.

- Establish a revision process for standard specifications and details.

- When possible, obtain grants for capital projects.

- Improve document coordination and archiving of hard and electronic copies of plan sets.

- Expand GIS database and implement the use of GIS information for project design.

- Increase secondary training and continuing education for engineers and other staff.

- Coordinate and process future permit extensions and renewals for municipal utilities.

- Manage and coordinate all future plant expansions consistent with the master plans.

- Select a system and plan, implement, coordinate, and manage utilities asset management program.

- Prepare requests for proposals and manage and coordinate a selection process for future contract providers.

- Identify operation and maintenance needs such as corrosion protection, system clean ups, hydrant and valve maintenance, manhole lining evaluation,

and creek maintenance needs and oversee and implement such programs.



Regulatory & Compliance

- Compile a procedure manual for public works administrative duties.

- Ensure that processes are established, and documents are properly tracked, recorded, and filed.

- Cross-train all employees so there is redundancy built into the staffing system.

- Train two employees trained in AMAG system and badging process.

- Develop a process to compile, track and manage budget related items for Public Works.

- Under supervision of the Director and Engineer V, prepare and formalize project bidding and construction process.



Operations & Maintenance

- Manage customer service and residential work requests.

- Generate and maintain scope and specifications for all contracted services.

- Manage contract service agreements, account payables, and requests for proposals processes.

- Manage landscaping maintenance through contracted services.

- Manage urban forest maintenance through contracted services.

- Manage street, park, and pedestrian lighting maintenance through contracted services.

- Manage traffic signal and safety sign maintenance through contracted services.

- Perform roadway repairs and maintain signage and road markings.

- Maintain buildings and structures.

- Manage janitorial services though contracted services.

- Maintain HVAC, lighting, and security systems.

- Maintain sidewalks, pathways, and pedestrian bridges.

- Maintain sound walls and miscellaneous fencing.

- Maintain parks, playgrounds, and recreational facilities.

- Maintain community aesthetics through painting, cleaning, and graffiti abatement.

PERFORMANCE MEASURES

- Complete an asset program that will encompass all infrastructure maintained by Public Works.

- Establish and publish a Capital Improvement Program process that includes four distinct phases and milestones: identification of infrastructure needs,

capital project planning, capital project budgeting development, and execution of annual CIP projects.

- Draft an asset program for the Wastewater Treatment Plant, Water Treatment Plant including all pump stations, lift stations and conveyance.

- Complete inspection of the roadways and perform necessary repairs to keep all the roadways in “very good” condition as indicated by a PCI between 70

and 89.

- Manage contracted services to effectively deliver scope and product, while not exceeding budgeted amounts.

- Complete capital improvements projects within budget forecasts.

- Complete the final phase of the Poplar Tree Replacement Project in 2021-22.

- Establish a Playground Improvement Program that will guide the refurbishment and replacement of existing playgrounds.

The Public Works Department oversees the Regulatory & Compliance, Impact Free Programs, and Operations & Maintenance divisions.



Regulatory & Compliance Division Summary


The Regulatory & Compliance Division, through plan review and field inspection provides guidance in compliance with state and local construction laws. The division safeguards the citizens against faulty or inappropriate construction practices.



Impact Fee Programs Division Summary


The Impact Fee Programs Division administers the programs designed to improve to roads and community facilities.



Operations & Maintenance Division Summary

The Operation & Maintenance Division is responsible for the operations and maintenance of the fleet, water, sewer, storm drainage, parks, streets, signs, and support services. This is accomplished through major funding from the special taxes.



Accomplishments

  • Worked with Mountain House Developers to complete wastewater treatment plant contract documents.
  • Completed commissioning and acceptance of Town Hall/Library.
  • Updated Standard Plans and Specifications.
  • Completed recycled water and storm water management ordinances.
  • Completed Traffic Signal Master Plan.
  • Completed conversion of the raw water tank to a treated water tank.
  • Completed roadway repairs and resurfacing in Bethany and Altamont neighborhoods.
  • Completed installation of Orion meter reader transmitters in Bethany, Wicklund, and Hansen neighborhoods.
  • Installed Orion meter reader transmitters for all landscape irrigation South of Mustang Boulevard.
  • Completed the conversion of metal halide streetlights to LED lights.
  • Completed Urban Forest Management Plan.
  • Completed the Mountain House Creek delineation for future maintenance.
  • Completed phase one of the poplar tree removal project.
  • Completed the evaluation of the corrosion protection system for water transmission mains.
