Project Description:

The MBC Building-Wide Electrical Systems Upgrade project includes replacements, improvements, and upgrades of the electrical systems in the City Hall/Courthouse building. These improvements are being completed based on a 2020/2021 Arc Flash and distribution systems study, followed up by a report prepared by MEP/ Salas O’Brian, Inc. The design will include upgraded and new electrical panels, new circuits tracing, and improvements to the electrical distribution system including electrical devices, electronic controls, and fire alarm equipment alterations/moves.

Purpose and Justification:

An Arc Flash and distribution study, as well as a preliminary entire building electrical study, was completed in 2021 and identified several categories of items that should be replaced within the next 5 years due to age and maintainability. Items of note include conducting an arc flash/coordination study of the entire facility, replacing aging electrical panels in the ADC, separation of life safety from other loads, and replacing distribution components as needed. The preliminary engineering study reported most of the existing systems were antiquated and not meeting the latest NEC code throughout the building. In some areas, outdated panels, fuses and breakers have no analogs on the market and could be impossible to replace. The failure of the electrical system components may be dangerous, as well as heightened risk of interrupted work for building tenants. There is concern that some components of the existing system could fail because their age exceeded life expectancy of the equipment. An aggressive schedule is required to replace equipment before it ceases functioning.

The project will upgrade electrical and parts of fire alarm systems in entire building, except the Adult Detention Center (ADC) 4th and 5th floors at the City Hall/Courthouse building.

The project is being coordinated with several projects including the MBC's Life Safety Upgrade.

This project is coordinated with the Hennepin County (HC) Capital Funding program. By agreement, both City and County Capital Programs must fund the project on a dollar for dollar basis for the project to proceed.


State Law Chapter 462.356 (Subd. 2) requires review of all capital improvements for compliance with the comprehensive municipal plan. Chapter 13, Section 4 of the City Charter requires Location and Design Review for the purpose of approving the sale of bonds for these projects.

6.1.3 Apply the city-adopted US Green Building Council’s LEED (Leadership in Energy and Environmental Design) standards and the State of Minnesota Sustainable Building B3 Guidelines as tools for design and decision-making when developing, renovating or operating city facilities.

6.1.4 Invest in energy efficient heating ventilation and air conditioning (HVAC) and lighting systems, controls and sensors that minimize emission and noise, use of renewable fuel sources, and utilization of best available control technology to minimize particulate emissions.
