Program Overview

The Tactical Medic (TM) program’s purpose is to participate in the county-wide team that provides highly trained medical personnel that function in a tactical law enforcement setting that assists San Mateo County’s four law enforcement SWAT teams.  This includes monthly SWAT training, immediate need callouts, scheduled callouts, and special details/dignitary protection.     

Management Oversight

The TM program is directed by the Division Chief of Operations with oversight authority delegated to the Battalion Chief and program coordinator. This program does not have any full-time equivalent employees. This program contains the expenses pertaining to general supplies and equipment purchases and overtime for training and program administration.

Goals and Objectives

• Provide critical care in tactical or law enforcement settings to improve survivability, focusing on "point of wound care."
• Strengthen collaboration between tactical medics and SWAT team members by actively participating in monthly SWAT training sessions.
• Offer ongoing emergency medical training, including "self-aid and buddy aid," to SWAT personnel.

FY 2023-24 Accomplishments

• Developed and launched webpages for the Tactical Emergency Medical Support (TEMS) Program and created a SharePoint site for MPFD Special Operations.
• MPFD operators participated in 7 call-out requests since July 1, 2023, and successfully supported the Asian Pacific Economic Conference (APEC), including attachment to the President of the Philippines.
• Purchased and issued Gatorz safety eyewear and Walker's hearing muffs for improved protection, and continued upgrading personalized PPE for TEMS members.
• Replaced aging or worn PPE as necessary and successfully conducted Active Shooter Training for all Menlo Park Fire personnel.
• Participated in 6 large-scale Multi-Agency Training Exercises to enhance preparedness and response.

FY 2024-25 Program Initiatives

• Conduct bi-annual strategic planning meetings for MPFD operators to review and refine team objectives and operational readiness.
• Increase participation in monthly training sessions and call-outs to ensure enhanced skill development and response readiness.
• Expand the TEMS team by adding 1 to 2 new members to strengthen the program's capabilities and support.
• Research and develop a proposal for a dedicated TEMS/Mass Casualty Incident (MCI) response vehicle for the FY 2025/26 budget cycle to improve operational efficiency and response time.
• Purchase a new portable dual-band law/fire radio to enhance communication capabilities during joint operations with law enforcement and fire services.
