Sanitary Sewer Remediation program overview and future debt

 

The Sanitary Sewer Remediation program is estimated to cost $176M in today’s dollars.  

 

The ultimate goal is to eliminate sanitary sewer overflows and minimize the size (and therefore cost) of the Turnpike Storage Tank through the relining of mains and laterals, and redirection of stormwater entering the sanitary system.

 

How is the city funding the program?

All Sanitary Sewer Debt is repaid through Sanitary Sewer user fees.  The city will borrow funds from multiple sources, including:

  • Ohio EPA Water Pollution Control Loan Fund (WPCLF), which is repaid through Ohio Water Development Authority (OWDA)
  • Ohio Public Works Commission (OPWC) loan funding at a 0% interest rate and grant funding
  • Revenue Bond funding

The estimated debt payments were calculated using OWDA interest rates as of September 2025, and estimated costs as provided by the city's consulting engineer. The table will be updated periodically as needed.
