What is the budget?

The budget is the County of Maui's financial plan for the fiscal year. The 2023 fiscal year runs from July 1, 2022 to June 30, 2023. The budget determines how much funding each County department receives to carry out its services. It also sets forth the amount of grant funds offered to community organizations and for capital improvement projects, such as road paving, park improvements, and water system upgrades. The budget further sets forth the costs for Maui County residents to utilize County services and the amount of revenue the County will collect through taxes and fees.

General


  • $805,903,795 allocated for operating costs.
  • $263,785,000 allocated for capital improvement projects.

Funding for:


  • $340,000 allocated for Sust‘āinable Molokai to support food security.
  • $43,000,000 in bond funding for the construction of Hālau of ʻŌiwi Art.
  • $3,000,000 in micro grants to local farmers for support of agricutlure production.
  • $47,000 for the establishment of a liaison position to the Department of Hawaiian Home Lands.
  • $9,500,000 in the State Revolving Loan Fund for the Maalaea Regional Wastewater System.
  • $320,000 for an economic diversification plan under the Office of Economic Development.
  • $60,000 for two positions to support Hawaiian translation of Maui County documents.
  • $153,333 for establishing a housing and community development division to support an increase in affordable housing.
  • Conditioning up to $250,000 in the Affordable Housing Fund for a comprehensive plan to end houselessness in Maui County.
  • $2,500,000 to the Hawai‘i Community Foundation for initiatives to support homebuyers and renters.

  • Lowered rates for owner-occupied (tiers 1 and 2), non-owner occupied (tier 1), long-term rental, and apartment classifications.

Primary Tax Revenue Sources

Real property taxes continue to be the largest source of revenue for Maui County.


Other tax revenue sources are the transient accommodations tax, weight tax, fuel tax, and other revenues.


Balancing the County's needs with services and revenue sources continues to be an area of focus.
