Public Services - Special Revenue Funds

The Department of Public Services manages several programs that have their own dedicated or restricted funding sources and are accounted for in various Special Revenue Funds. The Special Revenue funds contains additional fund level information. This page focuses on departmental information on those funds.


Special Revenue Funds consists of Streets (Major and Local), Cemeteries and Solid Waste.

Division Description - Major Streets and Local Streets

The Streets Funds provide a variety of street repair and maintenance activities including pothole patching, street resurfacing and construction, repair of hazardous or deteriorated drainage structures, shoulder grading, replacement of curb and gutter, storm sewer repair and maintenance, pavement painting and marking, replacement of street signs, and maintenance of traffic signals. Maintain streets during snow and ice season events with 24-hour Major Street, and 48-hour Local Street bare pavement response.


The information below is the combined Streets programs for both Major and Local Streets Funds. Separate fund information can be found on the Special Revenue Fund page.


The Streets operating budget accounts for the activities such as repair, maintenance, snow plowing, etc. that care for the City streets. The Capital Improvement Program is the annual expenditures to improve or expand the City Street system.

Division Description - Solid Waste

The Solid Waste Department provides a variety of curbside collections including leaf removal, brush, bulk trash and recycling collections, hazardous tree removal and curb lawn and private property violations. The budget includes collaboration efforts between the City, Building Blocks and the Summer YOU programs. These activities have a high level of impact in the areas of Environmental Responsibility, Complete Neighborhoods and Safe Community.

  • Trash removal from Central Business District
  • Dead animal removal from the right of way & clean-up of scattered illegal dumping

Division Description - Cemeteries

The Cemeteries Department provides a variety of cemetery services at Riverside and Mountain Home Cemeteries.
