Department Description


The Department of Human Resources is committed to promoting and supporting organizational excellence through effective human resources programming administered in an environment that embraces diversity, exceptional customer service, and professional development. The Department is fully staffed by the Director of Human Resources/Labor Relations, HR Business Partner to KDPS, Employee Health Services Manager, Benefits & Retirement Services Manager, Training & Talent Acquisition Manager, Talent Acquisition Specialist, Human Resources Assistant, Senior Security Guard and Security Guard.


The Human Resources Department provides comprehensive employee and labor relations services to all City of Kalamazoo employees. Human Resources (HR) believes all employees should be treated with dignity and respect, regardless of position or personal status. HR strives to ensure that daily services and programs meet the needs of our diverse work force. Programs administered by the HR include hiring and recruiting, compensation, retirement and benefits administration, training and career development, labor contract administration, policy development, and workers’ compensation and leave administration. We are dedicated to continually developing and retaining the City’s diverse work force.

Core Services

The Human Resource Department provides the following services for the City of Kalamazoo:


  • Talent Acquisition, including new hire and promotional opportunities
  • Benefit administration (including medical, dental, vision, voluntary insurances, deferred compensation, pension, workers compensation, COBRA and FMLA)
  • Employee Training & Development
  • Labor Relations

Department Goals

Goal: Increase Minority Employment at the City

Action Plan: Actively recruit for new hires from various organizations with known minority reach

Objectives: To increase the number of minority employees at the City by 10%

Metrics: Analyze reports from Kronos to evaluate change in percentage of minority employees on a quarterly basis

Alignment with Strategic Vision: Strength through Diversity

Goal: Succession Planning

Action Plan: Pull reports from Kronos to establish anticipated exit dates for employees based on union contract language & pension ordinance. Then establish a timeline to promote/hire a replacement to allow for sufficient time to cross train the new employee prior to existing employee’s exit

Objectives: Will have a new employee in place and cross trained by existing employee prior to the existing employee’s exit

Metrics: Pull reports from Kronos to show double fill of positions that accounts for the cross-training period on a monthly basis
